Sealed proposals, addressed to the Supervisor of Purchases, City of Middletown, Room 112, Municipal Building,
Middletown, Connecticut, 06457 will be received until Monday, December 15, 2025 at 3:00 PM for the following:

The Management of MSW & Organics
City of Middletown - Sanitation District
The City of Middletown is seeking a qualified vendor to provide a permitted facility within or proximate to the
geographic boundaries of the City to receive, process, and dispose municipal solid waste (MSW) from the City
Sanitation District. The City is also interested in obtaining options from vendors for the sorting of organic materials
(including food scraps and yard waste) from the MSW. Please note: The City will only transfer/haul within 20 miles
(one way) of the Highway Garage at 485 Washington Street. If the vendor is further than the allotted 20 miles, the
vendor must include a transfer option which must include the final destination of the waste.
Proposal Packages may be obtained at the Purchasing Department, Room 112, Municipal Building, 245 DeKoven Drive,
Middletown, CT, Monday - Friday, between the hours of 8:30 a.m. and 4:30 p.m. for a fee of $.50 per page. It is
preferred that they are downloaded free of charge on the City of Middletown web site: www.MiddletownCT.gov. All
questions concerning this RFP should be directed in writing to the Purchasing Department via fax at 860- 638-1995 or
email at purchase@MiddletownCT.gov.
A Pre-Bid Meeting has been scheduled for Monday, December 1, 2025 at 10:00 am and will be held in Room 208 of the
Municipal Building at 245 Dekoven Drive. Bidders are advised that attendance at the pre-bid conference is not
mandatory but strongly recommended.
The City of Middletown reserves the right to waive any defect in any proposal and reserves the right to reject any or all
proposals or any part thereof. Proposals, amendments to or withdrawals of proposals received after the time set for the
receipt of proposals will not be considered.
All proposals are subject to and must comply with the equal opportunity and non-discriminatory provisions set forth in the

GENERAL INFORMATION & BACKGROUND
The City of Middletown is seeking a qualified vendor to provide a permitted facility within or proximate to the
geographic boundaries of the City to receive, process, and dispose of municipal solid waste (MSW) from the areas that
covers the City Sanitation District services (“the District”). The City is also interested in obtaining options from vendors
for sorting food scraps from the MSW in order to prevent this material from being transported to and disposed of in
out-of-state landfills.
The City will only transfer/haul within 20 miles (one way) from the Middletown Highway Garage at 485 Washington
Street. If the Co is further than the allotted 20 miles, the Company must include a transfer option which must include
the final destination of the waste.
The purpose of this RFP is to select a vendor that has demonstrated experience in providing municipal solid waste
disposal services in the Connecticut municipal market and has a thorough understanding of the standards and
requirements typical for such services. Proposals are also encouraged from companies that can offer sorting services
for organic materials including both food scraps and yard waste.
The transfer, sorting, and/or disposal services must be provided in a cost-effective, efficient, regulatory-compliant, and
reliable manner under the terms of the agreement between the City and the vendor. It is the City’s intent to work with
one vendor, however the City shall reserve the right to make award(s) based upon whatever is in the best interest of
the City. Proposals should demonstrate a viable contingency plan with a backup facility available in the event the
proposed facility is not available.
The vendor chosen must have an understanding and acceptance of the City’s desire to reduce waste to control costs
and to protect our environment and be willing to work creatively with the City as it continues to work toward further
diversion and reduction programs. The City will not guarantee any waste amounts and reserves the right to divert
segments of its municipal waste stream for other recycling and reduction purposes. The City has included various
options in this RFP, however the City will entertain other sustainable options proposed by the vendor.
The City will make its selection considering costs, proximate location to the geographic boundaries of the Sanitation
District, assessment of the proposed facility’s ability to handle the materials delivered, method of disposal, and
experience of providing relevant services. The complete details are included in the specifications.
PROJECT DESCRIPTION / SCOPE OF SERVICES
The selected Company is expected to provide all facilities, equipment, labor, and services required to:
A. Accept, process, and dispose of MSW. If the facility is a transfer station, the end facility of the MSW must be
identified and/or
B. Accept, process, sort, and dispose of MSW and organic material (food scraps & or yard waste) in such a way as
to divert the organic materials to a waste-to-energy or composting facility. If this option is chosen, the
Company must include the end facilities for the MSW and Organics and
C. If the facility for A or B is further than 20 miles from 485 Washington St, Middletown, the Company shall
provide all equipment, labor, and services for the transfer of the material to a sorting or disposal facility.
Companies can provide pricing for both A and B. As the City is interested in diverting its municipally-generated waste
organics, priority will be given to B. Multiple companies may be selected if it’s in the City’s best interest.

ADDITIONAL INFORMATION
Facilities must have a calibrated truck scale to record the weight of all delivered loads and must have a process to
accurately record the weight and time of all deliveries so that the material quantities can be accurately weighed and
accounted for in reporting.
The City or its designated representatives have the right to make periodic inspections of any facility or any
downstream facility location listed by the Company on this RFP.
Facilities must receive waste Monday through Saturday from 7:00 am to 3:00 pm with holiday observances noted on
the RFP.
The Company should give the City priority consideration in weighing and offloading operations. The maximum total
waiting time from arrival to departure shall not exceed one-half hour per vehicle.
The Company shall provide quarterly, and annual reports to the City, documenting the total quantities of waste, and
food & or yard waste, if applicable, and associated charges.
The City will not guarantee any minimum quantity of waste. Please see chart for the Sanitation District’s historical

During these months, unit-based pricing was in effect for residential customers. The unit-based pricing program will be
discontinued on 12/31/25 and as a result, we anticipate the total tonnage of MSW to return to pre-program levels of
approx. 6,000 tons per year.
