ADVERTISEMENT FOR BIDS
The Selectmen for the Town of New Canaan, Connecticut, will receive sealed
bids for “The Hauling and Disposing of Municipal Solid Waste which is
generated at the Town of New Canaan Transfer Station” until 10:00 a.m.
Local Time on Thursday, June 18th, 2026 at the Department of Public Works
Office, Town Hall, 77 Main Street, New Canaan, CT, 06840, at which time and
place all bids will be publicly opened and read aloud.
Contract documents are available at the Department of Public Works Office,
TOWN OF NEW CANAAN, Town Hall, 77 Main Street, New Canaan,
Connecticut 06840.
E-Mail bid requests and specific questions may be addressed to Don Smith,
Transfer Station Superintendent, at don.smith@newcanaanct.gov.
No bidder may withdraw his bid within 90 days after the actual date of the bid
opening.
The Town reserves the right to reject any and all bids or any part thereof, to waive
defects in the same, or to accept any proposal or any part thereof deemed to be in
the best interest of the Town of New Canaan, Connecticut.
All bidders are requested to note that the award of this Contract is subject to the
following conditions and contingencies:
1) The approval of such governmental agencies as may be required by
law.
2) The appropriation of adequate funds by the proper agencies.

1.0 GENERAL INFORMATION
1.1 INTRODUCTION
This Request for Proposals (RFP) was prepared to solicit proposals from
qualified responsible contractors to provide for disposal of the Town of New
Canaan’s waste as listed above.
1.2 ISSUING OFFICE
This RFP is being issued by the Department of Public Works of the Town of
New Canaan hereinafter referred to as the “Town”.

INCURRING COST
The Town will not be held responsible for any cost incurred by the Contractor for
work performed in preparation and production of a proposal or for any work
performed prior to the signing of a contract.
1.5 REJECTION OF PROPOSALS AND RIGHT TO NEGOTIATE PRICE.
After review of all factors, including terms and conditions, qualifications and
price, the Town reserves the right to accept or reject any and all bids or any part
thereof, or waive defects in the same, or accept any proposal or combination of
proposals deemed to be in the best interest of the Town. The Town also reserves
the right to enter into negotiations with the Contractors or the Contractor it
believes have submitted the most favorable proposal.
1.6 ADDENDA TO RFP
Amendments to this RFP may be necessary prior to the closing date and will be
furnished by mail to all prospective Contractors. Failure to acknowledge receipt
of amendments in accordance with the instructions contained in the amendment
may result in the proposal not being considered. For this purpose, prospective
Contractors are those firms who have been given or sent a copy of this RFP and
who have expressed, in writing, an interest in obtaining all amendments.
1.7 SUBMISSION OF PROPOSALS
An original, executed of this proposal shall be returned in a sealed envelope and
shall be labeled “Bid Proposal for the Hauling and Disposal of Waste Materials
for the Town of New Canaan “to the attention of:

On or before 10:00 am,
E.S.T., June 18, 2026. And at 10:00 am, at which time and place all bids will be
publically opened and read aloud.

1.8 PROPRIETARY INFORMATION
The Town will not accept proposals containing proprietary or any other
information that the proposer does not want to have made public. Contractor will
observe that any proposal submitted to the Town may be subject to public review.
1.9 INDEPENDENT PROJECT COST DETERMINATION
By submission of an offer, the Contractor certifies, that in connection with his
procurement:
The costs in the offer have been arrived at independently, without consultation,
communication, or agreement, for the purpose of restricting competition, as to
any matter relating to such prices with any other Contractor or competitor.
The Contractor agrees that the prices quoted in the proposal will not change for a
period of ninety (90) days after the receipt date at the Department of Public
Works of the proposal;
Unless otherwise required by law, the costs which have been quoted in the
proposal have not been knowingly disclosed by Contractor and will not
knowingly be disclosed by the Contractor prior to award, directly or indirectly to
any other Contractor or to any competitor and;
No attempt has been made or will be made by the Contractor to induce any other
person or firm to submit or not to submit a proposal for the purpose of restrictive
competition.
No elected or appointed officials or employees of the Town shall benefit
financially or materially from any contract, which may result from this
procurement.
