Project Description: NOTICE IS HEREBY GIVEN that sealed Bids shall be received from qualified Bidders via PennBid or in person for the “The Gatehouse HVAC and Electrical Upgrades Project”, and all appurtenant Work, in strict accordance with the Contract Documents on file at the office of the Authority Engineer, Peters Consultants, Inc., 2701 Columbia Boulevard, Bloomsburg, PA 17815.
DATE OF OPENING BIDS: Bids shall be received by The Gatehouse online via the PennBid Program or hardcopies can be submitted to the Office of the Engineer, 2701 Columbia Boulevard, Bloomsburg, PA 17815 until 11:00 A.M local time on September 24, 2025 at 11:00 A.M. at which time they will be opened and read aloud. Bids will be reviewed by The Gatehouse that evening. Thereafter, Bid results will be available online at: https://pennbid.bonfirehub.com/projects.
LOCATION OF THE WORK: The area of work is located in Mahoning Township, Montour County, Pennsylvania at The Gatehouse, 21 Gatehouse Drive, Danville, PA 17821.
DESCRIPTION OF THE WORK: The Work comprises installation of a new HVAC system in the existing building as well as electrical upgrades throughout the building. Twelve individual wall units are to be installed into all major rooms with their own wireless controlled thermostats. The existing heat system is to be left in place to allow for back-up or supplemental heating, as needed. Three main outdoor condenser inverters, one for each floor, will be located along the exterior of the facility and all required piping and electrical connections will travel underground, through the foundation wall, and into the basement where it will be dispersed throughout the building. All necessary infrastructure will travel from floor to floor via locations near the current radiator pipes. All power, condensation, return, and supply lines will be concealed along the ceiling, as needed, by crown molding. Where crown molding is required, it will be placed around the entire perimeter of the room involved. Boxed out corners will be used to allow necessary components to run down the walls. Nothing additional is to be installed onto the exterior of the building. Additionally, miscellaneous electrical work and upgrades are to be completed throughout the building and are outlined in technical specification (Part III) section 04060 of these Contract Documents. The Work is to be completed in two contracts, Mechanical Construction and Electrical Construction, as is outlined on the Bid Form. If more than one contractor is selected, they are responsible for coordination with one another for successful completion of the project. Contractor(s) are responsible for coordination with the Engineer, SEDA-COG and The Gatehouse in order to complete the work and to obtain all required permits from the Township Third Party Agency. Work is to be completed in accordance with all manufacturers’ recommendations and these Contract Documents.
COMPLETION OF WORK: Time is of the essence. The Work must be substantially completed, signed, dated and approved on the Notice of Substantial Completion Form by the Engineer, Contractor and Owner within 60 calendar days after the commencement date stated in the Notice to Proceed. Liquidated damages will be assessed for each calendar day at $1,000.00 per day for failure of the Contractor to substantially complete the Work within the calendar days reserved for the Contract and/or for failure to sign and date the Notice of Substantial Completion Form.
PRE-BID VISIT TO WORK SITE: There will be an optional pre-bid meeting on site, 21 Gatehouse Drive, Danville, PA 17821, on Wednesday, September 17, 2025 at 11:00 AM local time.
