General Notice
City of Panama City (Owner) is requesting Bids for the construction of the following Project:
8th Street Improvements
Dewberry Engineers Project No. 50182634
Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing
Division, until Wednesday, January 28, 2026, at 2:00 PM Central Time (CT). At that time, all Bids received
will be publicly opened and read at City Hall Lower-Level Room 010 located at 501 Harrison Avenue,
Panama City, FL 32401.
The Project includes the following Work:
The 8th Street Improvements infrastructure replacement project is located near the Downtown area of
Panama City Florida, between North Cove Blvd and Massalina Drive. This project involves approximately
1,150 linear feet (LF) of asphalt roadway resurfacing along 8th Street, 800 LF of gravity sewer main
replacements, 350 LF of potable water main replacements, and associated site restoration work.
The Project has an expected duration of 120 days.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is the City of Panama City. Prospective Bidders may obtain
copies of the Bidding Documents from the Issuing Office by emailing purchasing@panamacity.gov or in
person at City of Panama City Purchasing Division, Room 238, 501 Harrison Avenue, Panama City, FL
32401, Phone number 850.872.3070.
Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including
Addenda if any, obtained from sources other than the Issuing office. Addenda, if any will be emailed to
plan holders and will be available on the Bonfire Portal: https://

https://www.panamacity.gov/bids.aspx.
Non-Mandatory Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on Wednesday, January 7, 2026 at
3:00 PM CT in the City Hall, Lower-Level, Room 010 located at 501 Harrison Avenue, Panama City, FL 32401.
Attendance at the pre-bid conference is encouraged but not required.
