CITY OF BOTHELL NOTICE TO CONSULTANTS FOR
240TH ST & 35TH AVE SE INTERSECTION IMPROVEMENTS PROJECT
The CITY OF BOTHELL solicits interest from consulting firms with expertise in Civil and Structural
Engineering Design. The estimated start date is November 2026 and the estimated end date is December 2032.
This agreement will be for approximately 6 YEARS in duration with the option for the CITY OF BOTHELL to
extend it for additional time and money if necessary.
The CITY OF BOTHELL reserves the right to amend terms of this "Request for Qualifications" (RFQ) to
circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort
consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of preparing preliminary engineering design and
providing engineering design support during construction for the 240th St & 35th Ave SE Intersection
Improvements Project. The proposed improvements include: full-depth reconfiguration of existing four-way
stop intersection to a roundabout with center and splitter islands, curb and gutter, utility relocations and
adjustments, illumination, shared-use paths, sidewalks, ADA-compliant features (ramps, etc), bike paths,
landscaped planter strips, fish passage culvert extension, stream design, signage, pavement restoration, and
pavement delineation.
Funding for the Project includes local and Federal sources. The Disadvantaged Business Enterprise (DBE) goal
is 0% percent. The Washington State Department of Transportation (WSDOT) Federal Small Business
Enterprise (FSBE) goal is 0%. The voluntary Small Business Enterprise (SBE) goal is 10%. As a federally-
funded Project, the Professional Services Agreement will adhere to Federal Equal Employment Opportunity
(EEO) requirements. The major features of the project are as follows:
Reconfiguration of intersection from current four-way stop operation to single-lane roundabout
Roadway signage and striping
Improvement and/or relocation of existing utilities
ADA-compliant features (shared-use paths, sidewalks, crosswalks, and ramps) and bike paths
Public/private utility and internal/external stakeholder coordination
Illumination analysis and design
Site surveying and potholing
Geotechnical investigation and recommendation
Hydrologic and stormwater drainage analysis and design
Stream design
All environmental documentation and preparation of permit applications
Environmental regulatory coordination
Structural analysis and design for retaining walls and culvert (fish passage) extensions/replacements
Traffic engineering
Landscape architecture and planting design
Certified arborist assessment of existing landscape (if needed, mitigation recommendation and design)
Determination of R/W needs, R/W plan and funding estimate preparation
Temporary Traffic Control (TTC) and construction staging/phasing design
Public involvement planning and community outreach support
Engineering design support during construction (CN) phase

The CITY OF BOTHELL reserves the right to retain the services of the successful firm(s) for any subsequent
phases (R/W, CN) associated with this/these project(s).
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1. Qualification of Proposed Project Manager
2. Qualifications/Expertise of Firm
3. Ability to meet schedule
4. Approach to project
5. Familiarity with WSDOT/FHWA/Bothell standards
6. Past Performance/References
A&E Contract Type and Payment
The Professional Services Agreement will be between the CITY OF BOTHELL and CONSULTANT for the
engineering design services and defined scope related to the 240th St & 35th Ave SE Intersection Improvements
Project. The method of payment to the CONSULTANT shall be Negotiated Hourly Rate (NHR).

September 24, 2026 - Announce Short-Listed Consultants
October 5-8, 2026 - Consultant Interviews
October 15, 2026 - Selection and Notification
RFQ Submittal
Submittals should be no more than ten (10) pages and should include the following information: (1) firm name,
phone and fax numbers, (2) name of Principal-in-Charge and Project Manager, and (3) number of employees in
each firm proposed to project.
Please submit Statement of Qualifications electronically in PDF format to allyx.varin@bothellwa.gov no
later than 1:00 pm (PST) on September 17, 2026. Submittals will not be accepted after that time and date.
