Overview

Summary

The City of Lawrence, Kansas is seeking proposals from qualified firms to provide engineering services associated with Project Number MS1-00038, 6th & Kasold Tower Maintenance and Coatings. The consultant will evaluate the existing conditions of the tank, design rehabilitation construction documents, and provide construction phase services.

Background

The City is seeking a qualified Engineering Consultant for the evaluation of an existing 0.5 million gallon elevated storage tank located at 3708 W 6 th Street as well as the development of associated construction documents for the Tank’s rehabilitation. This work is associated with Capital Improvement Project Number MS1-00038, 6th & Kasold Tower Maintenance and Coatings. Presently, the Capital Improvement Plan has allocated $410,000 in 2026 and $1,720,000 in 2027 to complete the design and construction of this project.

The 6 th and Kasold Tower is an elevated spheroid tank constructed by the Chicago Bridge and Iron Company in 1967. The maintenance history of the tank inclusive of previous coating/over-coating projects is unknown. The most recent inspection performed by KLM Engineering, Inc. in March 2024 is available for download as an attachment to this solicitation.

The tank is sited with Fire Station No. 3 to the south and residences to the north, east, and west. The tower is affixed with antennas for one cell carrier (AT&T), wireless broadband provider (Zoom Fiber / Wicked Broadband), Douglas County Emergency Management, and the City’s Advanced Meter Infrastructure (AMI). A mixer system, Medora/Ixom – GridBee GS-9, was installed within the tank in early-2022. The City will continue to desire mixing for this facility in the future. Scope of Work

Respondents are to review the attachments available as part of this solicitation for historical project plans and inspections. Access to the site is provided off of Kasold Rd via an access drive on the east side of Fire Station No. 3. Interested vendors are encouraged to attend the on-site pre-proposal meeting to review conditions and ask questions of relevant parties. Questions and answers from the meeting will be posted as an addenda.
