ANSWERS TO INDUSTRY QUESTIONS for Solicitation W912LQ-25-Q-A017
Q1. Are there specific requirements or restrictions regarding the type of pans or containers in which the food must be delivered? For example, is there a preferred material (e.g., aluminum, disposable trays) or packaging standard to be used?
A1. The following sections of the PWS address serving containers but do not address a specific type of pan, container, preferred material, or method of delivery. Delivery in buffet style pans that will be reclaimed by the vendor after each meal or disposable packaging is acceptable as long as the contractor can maintain safe food temperatures during transportation to the armory.
5.3.5 All foods shall be prepared, transported, and served on surfaces which have been properly cleaned and sanitized. Contractor shall also ensure that cross-contamination of common allergens is avoided as required (peanut, tree nut, eggs, etc.).
5.4.1 The contractor shall cover, label, and properly store all food.
5.4.2 The contractor shall promptly store perishable and semi-perishable subsistence upon receipt. Frozen and chilled items shall be stored at proper temperatures.
5.4.3 The contractor is responsible for preventing all food borne diseases by properly storing and preparing food in accordance with applicable regulations.
Q2. Can you please confirm if you want the caterer to deliver these meals in buffet style pans and just drop them off and leave or if you want them to stay and serve the meals?
A2. The PWS is for food delivery only and does not include serving. See Q&A 1 for answer to the style of pan to deliver food.
END OF AMENDMENT 1
A. This notice is a solicitation of commercial items/services prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice.
B. The Virginia Army National Guard will conduct a home station drill and AT days for the 229th Chemical Company at the Roanoke Regional Readiness Center in Troutville, VA, during the period July 22 - August 2 and September 13-14, 2025. Soldiers attending the home station activities will require up to 970 prepared lunch or dinner meals delivered to the readiness center each day during the listed periods. The intent is to have a contractor provide high quality, hearty, and filling meals cooked under commercial and U.S. Army standards.
C. The Government intends to award a firm-fixed-price contract resulting from the RFQ. Multiple awards will not be made. The associated North American Industrial Classification System (NAICS) code for these services is 311991 (Perishable Prepared Food Manufacturing). The Product Service Code (PSC) is 8970 (Composite Food Packages) with a small business size standard of 700 employees. This requirement will be a Total Small Business Set-Aside. Only qualified offerors may submit quotes.
D. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current.
E. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions.
G. The Government’s obligation for performance of this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
