The City of New Smyrna Beach, Florida (hereinafter referred to as "the City") is seeking electronically sealed bids from qualified General Contractors, registered in the State of Florida, to reconstruct the 27TH Avenue Boardwalk and Ramp Replacement located approximately 293 feet to 590 feet south of the Department of Environmental Protection's reference monument R-176 in Volusia County. Project address is 3701 South Atlantic Avenue, New Smyrna Beach, Florida 32169.
The existing boardwalk and ramp sustained major damage during Hurricane Ian and Hurricane Nicole. Permit VO-1474 was issued on May 27, 2022, to authorize replacement of approximately 80 linear feet of timber ramp providing ADA-compliant pedestrian access to the beach from the 27th Avenue Beachside Park, owned and operated by the City of New Smyrna Beach.
The lower portion of the structure was heavily damaged, and the entire structure is unusable and currently closed to the public. The entire structure will be replaced with a new timber structure utilizing flow-through decking. The new structure will not extend any further waterward than the existing structures currently does and will not result in an increase of the footprint area over the existing structure prior to its being damaged.
This is a turn-key project that will be partially funded by FEMA and as such shall comply with all FEMA requirements.
All state and federal requirements contained herein are applicable to both the contractor and subcontractor. The following Federal Requirements are supplemental to the City Advertised Bid. Where there is conflict, these Federal Requirements prevail unless the Terms and Conditions in the bid document are stricter.
The City serves an area of 41.6 square miles in size and serves a population of approximately 33,402. It is located off of Florida’s East Coast, in the County of Volusia, just north of Cape Canaveral with easy access to both Interstate 95 and Interstate 4. The City’s fiscal year begins on October 1st and ends on September 30th.
The City was created in 1887 by adoption of its first charter, which was replaced by the present charter through Chapter 224.08, Special Acts of Florida, 1943.
The legislative branch of the city is composed of an elected five-member City Commission consisting of the mayor and four commissioners. The City Commission is governed by the City Charter and by state and local laws and regulations. The City Commission is responsible for the establishment and adoption of policy. The execution of such policy is the responsibility of the Commission-appointed City Manager.
