REQUEST FOR STATEMENT OF QUALIFICATIONS
for
5th Ave W Sidewalk and Crossing Improvements
and
124th Ave NE Sidewalk Improvements
The City of Bothell Public Works Department is requesting Statements of Qualifications
from firms qualified and interested in providing professional services for the following
projects:
5th Ave W Sidewalk and Crossing Improvements
124th Ave NE Sidewalk Improvements
Project 1 - 5th Ave W Sidewalk and Crossing Improvements
The project will consist of improvements along the east side of 5th Ave W between 240th
St SW and Shelton View Elementary School. The project includes a 5-foot concrete
sidewalk, concrete curb and gutter, storm drainage, ADA curb ramps, striping, pedestrian
crossings, and Rectangular Rapid Flashing Beacons.
Funding for this project will be provided through local sources only. All aspects of the
project must comply with applicable local requirements.
Project 2 - 124th Ave NE Sidewalk Improvements Project
The project will consist of improvements along the west side of 124th Ave NE between
NE 169th St and NE 165th St. The project includes a 5-foot sidewalk, 5-foot planting strip,
concrete curb and gutter, storm drainage, ADA curb ramps, and a retaining wall.
Funding for this project will be provided through local sources only. All aspects of the
project must comply with applicable local requirements.

Description of Work
The City intends to select one consultant for both projects, but reserves the right to select
two consultants, one for each project.
The selected Consultant(s) shall have the capability to complete the full design, obtain
required environmental and permitting approvals, and provide construction engineering
support services.
The Consultant shall be able to provide all services required to complete the final design
of the project. This work includes:
Development of an overall project process plan that includes timelines and potential
staging.
Development of a conceptual environmental plan that identifies key issues;
required analyses, documentation, and permits; and potential mitigation as
required.
Provide a public engagement plan.
Provide a cost estimate with anticipated escalation.
Complete project surveying.
Provide design plan and profile.
The Consultant shall provide appropriate interdisciplinary resources to complete the work.

Consultant Structure
The Consultant will need to have the resources that will enable it to complete tasks
quickly and be extremely responsive. The Consultant must be flexible and able to adjust
to changing priorities or direction.
As such, the Consultant must be able to structure its team to meet the needs of the
projects. The City is open to different consultant team concepts including, but not limited
to, a prime consultant with all capabilities and resources in-house, a prime consultant
with sub-consultants, and a team of prime consultants with sub-consultants.
Due to the City's substantial capital project workload, the Consultant will be required to
complete this work independent of City staff support, with the exception of oversight
provided by the City's Project Manager. The Consultant shall also have the ability to
organize and conduct public meetings.
City Responsibilities
The City of Bothell's Project Manager will lead the overall process and serve as the
central point for all public involvement and agency coordination, as needed.
Selection
The selection process will consist of scoring the submitted Statement of Qualifications
(SOQ). This will be followed by an interview with candidates short-listed based on the
scores.
Contract negotiations will take place with the highest scoring consultant(s). If
negotiations are unsuccessful, the City reserves the right to terminate negotiations and
open discussion with the next-highest ranked consultant. This process will continue until
successful contracts are negotiated or the City terminates the process.
Major Criteria for Selection
1. Experience of team leader
2. Ability to meet desired schedules and budget for both projects
3. Experience of key personnel, including the ability to perform tasks independently
of the City
4. Understanding of the project scope
5. Ability to provide a strong quality assurance/quality control (QA/QC) process

Statement of Qualifications (SOQ)
If you are interested in the project, please submit a Statement of Qualifications. The
Statement should contain the following:
1. Identification of the team leader with contact information.
2. The structure of the consultant team, including a list of the prime consultant(s)
and all sub-consultants with a brief description of each company, a description of
the organizational structure of the team, and previous experience working
together as a team.
3. A list of each key team member of the prime consultant(s) and sub-consultants
with a brief description of each key member's qualifications and experience and
their role on these projects.
4. A list of previous work performed in the last seven (7) years similar to these
projects with project name, brief description of the project, date of project, contact
name, and contact telephone number.
5. A brief narrative indicating why your firm/team is qualified for these projects
based on the Descriptions of Work and the Major Criteria for Selection.

Submittal of Statement of Qualifications
To be considered for this work, the SOQ shall be no more than 10 pages, excluding a
cover letter and title page. Interested firms must submit a response package in PDF
format via email with subject line "City of Bothell Sidewalk Improvements - Statement
of Qualifications" to jennie.yung@bothellwa.gov no later than 5:00 pm (PST) on May
13, 2026. No submittals will be accepted after this date and time.
