Texas Charter Township is requesting proposals from qualified consultants to assist the community in updating its Master Plan. The Township will accept proposals until 3:00 p.m. on Tuesday, March 18, 2025.
The Township’s 2025 Master Plan will update the existing 2019 Master Plan and build upon the Township’s previous planning efforts.

Update the Community Profile and Land Use sections to reflect Township changes and development since the 2019 Master Plan. Explore implications of population demographics including seniors, consider change in public opinion, review land use / zoning designations, and multiple transportation concerns.

Evaluate and update existing Goals and Objectives.

Update implementation plan for immediate, short- and long-term goals.
This Plan will include a long-term corridor enhancement (subarea) plan for the 9th Street and I-94 Interchange and surrounding properties.

The sub area plan will include a build-out development plan. The consultant will draft an accompanying zoning ordinance text to achieve the development plan.
The plan will focus on a clear and achievable non-motorized transportation plan that will enhance the existing network for all users and that best serves the current and projected residential and commercial growth. The plan will define safe pedestrian crossings throughout the Township. (The consultant shall use the Township’s completed 2025 Trailways Feasibility Plan analysis for the plan).
The planning process will include the utilization of multiple creative community engagement opportunities to facilitate a diverse and full engagement of Township officials, residents, developers, employers, and business owners.
Overall, the plan must reflect the elements required in the State of Michigan Planning and Zoning Enabling Acts.
