Texarkana Regional Airport Market Rent Study RFP

The Texarkana Regional Airport Authority (“Authority”) invites qualified firms to submit proposals to provide a comprehensive Market Rent Study and appraisal services for aeronautical land and Fixed Base Operator (FBO) leasehold properties at the Texarkana Regional Airport (“Airport”). The purpose of this engagement is to establish defensible, market-supported ground lease and facility rental rates that reflect current market conditions, comparable airport benchmarks, and the Airport’s operational characteristics and development potential.

The selected consultant will conduct a detailed analysis of local and regional aviation market conditions, comparable airport lease structures, and subject property characteristics to determine fair market rental values on a per-square-foot, per-year basis, conveyed on a triple net basis where applicable. The study shall support the Authority in ensuring compliance with applicable Federal Aviation Administration (FAA) Grant Assurances, promote revenue self-sustainability, and provide a sound analytical foundation for current and future lease negotiations, rate adjustments, and long-term development planning.

The Authority seeks a firm with demonstrated experience in airport-specific appraisals and aviation market analysis, including the use of a FAA Certified Appraiser with airport valuation expertise, capable of delivering a clear, well-supported written report suitable for presentation to the Airport Board of Directors and use in formal lease discussions.
