Spotsylvania County Public Schools (SCPS) undertakes multiple capital improvement and construction projects each year to maintain, renovate, and expand school facilities in alignment with educational program needs and safety standards. To ensure that all construction work is completed in accordance with approved design documents, code requirements, and quality expectations, the School Division requires professional Special Inspections and Testing Services in accordance with the Virginia Uniform Statewide Building Code (VUSBC) and the International Building Code (IBC).These services are essential to verify that critical structural componentsâincluding soil compaction, concrete placement, masonry, structural steel, fireproofing, and other systemsâare properly constructed and meet the design intent. Independent third-party inspections and materials testing provide an objective quality assurance function that protects the integrity of SCPS facilities, ensures compliance with building codes and safety regulations, and mitigates potential risks to students, staff, and the community.Special Inspections are not optional; they are a code-mandated requirement for specific categories of work and must be performed by qualified professionals approved by the Building Official. In addition, accurate and timely testing and reporting are critical to maintaining construction schedules, minimizing costly rework, and documenting compliance for project closeout and occupancy.Through this procurement, SCPS seeks to establish a contract with a qualified firm (or firms) to perform comprehensive Special Inspections and Materials Testing Services for current and future school construction and renovation projects. These services will support the Divisionâs commitment to safe, high-quality, and compliant learning environments for all students.
