In accordance with the provisions of the Municipal Code of the City of Redding, sealed bids will
be received by the City Clerk's 3rd floor office located at City Hall, 777 Cypress Avenue, Redding,
California 96001 prior to, 3:00 p.m. PT, Wednesday, April 22, 2026, for furnishing services to
the City of Redding for the testing and repair of backflow prevention assemblies, per the bid
specifications and general conditions.
BIDS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR
CONSIDERED.
The said bids will be opened at 3:00 p.m. PT, on Wednesday, April 22, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California 96001.
All bids must be submitted on standard bid forms provided by the City of Redding. The
bidder shall provide the original (unbound) and one (1) copy of the bid proposal. Fax or
electronic submission of bid proposals will not be allowed. The City will award any resulting
contract in a manner consistent with the City purchasing ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT,
on Monday, April 13, 2026. All inquiries must be made in writing and may be submitted to the

The City of Redding reserves the right to contact and interview any and all references as submitted
in response to this request. The City of Redding may also conduct a cursory review with any
water suppliers, purveyors or municipalities not listed in the bidder's references.
The term of this contract shall be for a one (1) year period beginning July 1, 2026, through June
30, 2027. If mutually agreeable, with all prices, terms, and conditions remaining the same, the
contract may be extended annually for two (2) additional one-year periods, through June 30, 2029.
The prices quoted herein are firm, and include all (labor, material, indirects, overhead, freight,
taxes, and profit) costs necessary to perform the associated work and are not subject to change.
Actual job total at completion of contract will be determined by actual quantities and the City shall
not be penalized if actual quantities are more or less than estimated quantities.
The City reserves the right to reject any or all bids and to waive minor irregularities.
It is understood that this bid shall remain open and shall not be withdrawn for a period of ninety
(90)days from the date prescribed for the opening of the bid.
The bidder further declares that he/she is a licensed Contractor in the State of California and that
the license which he/she holds is of the class required to perform the specific work; that he/she has
a license to do business in the City and that if he/she does not have such a license, he/she will
obtain same prior to commencing work.

REDDING MUNICIPAL UTILITIES
WATER UTILITY
SPECIFICATIONS TO
TEST AND REPAIR BACKFLOW PREVENTION ASSEMBLIES
(Schedule No. 5685)
I. OVERVIEW
This proposal shall cover the contracting of personnel and equipment to test and, if necessary, repair
backflow prevention assemblies limited to:
1. Pressure Vacuum Breaker
2. Double Check Assembly
3. Double Check Detector Assembly
4. Reduced Pressure Assembly
5. Reduced Pressure Detector Assembly
hereinafter collectively referred to as backflow assemblies.
Backflow assemblies range in size from 3/4" through 10." Common brands of backflow utilized by the
City, included but not limited to; Wilkins, Febco, and Ames, are under the jurisdiction of the City of
Redding Public Works, Water Utility, specifically, the Water Distribution Supervisor or his designee,
who will administer the final contract and coordinate any Work pertaining to the completion thereof.
II. SCOPE OF WORK
A. CITY REQUIREMENTS
1. The City shall provide a list of backflow assemblies organized by location, type, size and
manufacturer.
2. The City, upon contract award, shall provide the Contractor the following:
a. Addresses and/or geographical descriptions of backflow assemblies located in
meter boxes; and,
b. Addresses and/or locations of above ground backflow assemblies.
c. Copies of the City's construction standards for back flow assemblies and fire
service assemblies.
d. Test forms and area summaries will be provided to the successful Contractor five
(5)days before the Contract start date, and will be available within two (2) days of
request throughout the duration of the Contract. Test forms and area summaries
will be provided electronically as an Excel file on a USB drive as well as a hardcopy
(see Contract area below). A minimum of Twenty-five percent (25%) of the
Contract area shall be completed quarterly. The whole Contract area shall
be completed annually by the closest working day to June 15th (i.e. if June 15th

3. The City shall provide the Contractor with a key and/or a combination to access all
backflow enclosures.
4. The City shall provide to Contractor a small supply of keyed and combination locks to be
installed in cases where backflow enclosures are found without locks.
5. The City reserves the right to make periodic and unannounced inspections to observe work
being performed by the Contractor.
B. CONTRACTOR REQUIREMENTS
1. Contractor shall provide all materials, labor, tools and equipment required to properly
locate, test and, if necessary, repair backflow assemblies.
2. Contractor shall document the location of all backflow and fire service assemblies that do
not meet current City of Redding Construction Standards (see attachments 431.00, 431.10)
for installation and make this a part of the Backflow Prevention Assembly Test Report.
3. As each backflow assembly is tested, Contractor shall complete the Backflow Prevention
Assembly Test Report (hardcopy or electronic version). Both the hardcopy and electronic
Excel file containing the same information shall be delivered to the City of Redding with
every invoice submitted.
4. Tests performed shall be in accordance with standard test procedures issued by the
University of Southern California, Foundation for Cross-Connection Control and
Hydraulic Research, (most current edition.)

5. Contractor's differential gauge used for testing shall be an approved gauge. Approved
gauges are Barton Models 226, 246, and 247; Duke Models 75, 75B, 100, 1000, E2900;
Meriam Model 1124; Midwest Model 830; 835; 845-2; 845-3;845-5; Promaster Model
ASRP-4; and Watts Models TKDR, TKDP, TK99D; or City approved newer models of the
above gauges. Proof of test gauge calibration shall be supplied to the City upon initial
request with subsequent proof of calibration to be supplied annually. Proof of Backflow
Prevention Tester renewal card shall be supplied to the City upon initial request and is to
be kept current during the course of this contract.
6. Backflow assemblies that fail an initial test, shall be repaired and/or cleaned, then retested
in an attempt to meet accepted testing parameters. Backflow assemblies which are
retested and deemed non-repairable shall be so noted on test report. Replacement of
backflow assemblies are not authorized and will not be compensated.
7. All Contractors and Subcontractors shall be registered with the State of California
Department of Industrial Relations (DIR) at http://www.dir.ca.gov/Public-
Works/PublicWorks.html
8. Contractor must hold a City of Redding Business License or will obtain a City business
license prior to issuance of purchase order. Business license shall remain current
throughout the contract period
9. Contractor shall maintain the City required insurance throughout the duration of the
contract (see Attachment 6 for insurance requirements).
C. WORKMANSHIP
1. Contractor shall hold a valid Class A, C-34, or C-36 Contractor's license throughout the
contract period.
2. Contractor shall ensure that the person responsible for testing devices under the scope of
this agreement does possess a valid certificate issued by the American Water Works
Association, or American Backflow Prevention Association.
3. The Contractor and his personnel, as authorized representatives of the City, shall, at all
times, conduct themselves in a manner befitting those individuals in a position of public
trust. At no time shall Contractor or his agents divulge information to the public regarding
the specific details or merits of this Agreement.
D. NOTIFICATION/COMPLETION
1. All work, unless otherwise noted or directed, shall be performed during normal work hours,
Monday through Friday, between the hours of 7:00 a.m. and 10:00 p.m. Contractor may
work Saturday and/or Sunday, between the hours of 7:00 a.m. and 10:00 p.m., upon City
approval. If the City becomes aware of any time constraints which may hinder the
performance of work during the hours stated above, Contractor will be notified.

2. Where a test is to be performed at a residence, the Contractor shall notify customer just
prior to water being shut off. A minimum of five (5) minutes preceding test should be
sufficient.
3. Where a test is to be performed at a place of business, Contractor shall provide a minimum
twenty-four (24) hour notice to customer.
4. Where a test is to be performed on a fire service located at a place of business, Contractor
shall notify Shascom (Shasta Area Safety Communications Agency) at (530) 245-6500
(fire dispatch) of the following:
a. Date and time that water shutdown will be taking place; and
b. Date and time when test is completed and water is turned back on.

Note: Test form will indicate that backflow assembly to be tested is a fire service.
Shascom's phone number, for notification, will also be noted.
5. Some fire services are located in vaults. When this is the case, two (2) people will be
required to remove and replace lid at time of testing.
6. Fire services with detector meters. (Provide the City with the current read of the detector
meter along with the results.)
E. BOND REQUIREMENTS
id Security - Each bid shall be accompanied by a certified check drawn on a bank authorized to do
business in the State of California, payable at sight to the City of Redding in an amount equal to or not
less than ten (10) percent of the contract total. Should the bidder choose to furnish a bid bond in lieu
of a certified check, he shall execute the form of "Bid Bond" attached to the documents. The said bond
shall be secured from a responsible surety able to issue coverage in California. To verify if your surety
is admitted to issue coverage in California, please check with the California Department of Insurance,
https://interactive.web.insurance.ca.gov/companyprofile/companyprofile?event=companyProfile. The
said check or bond shall be given as a guarantee that the bidder will enter into a Contract, if awarded to
him, within thirty (30) calendar days.
If a bidder should, after being awarded the contract, fail to execute the contract and furnish the necessary
bonds, certifications, and insurance in the manner and within the time provided in these specifications, the
bid security shall be forfeited to the City as liquidated damages, and the award of the contract shall be
annulled.
All securities will be returned except that of the successful bidder and that of the next lowest bidders, up
to four (4), which the City will hold until the contract documents have been executed and the required
contract bonds and insurance have been submitted by the successful bidder and accepted by the City or
until bids are rejected.

The "Payment Bond" (Material and Labor Bond) shall be for not less than 100 percent of the contract
price, to satisfy claims of material suppliers and of mechanics and laborers employed by it on the
work. The bond shall be maintained by the Contractor in full force and effect until the Work is accepted
by the Agency, and until all claims for materials and labor are paid and shall otherwise comply with the
Civil Code.
The "Performance Bond" shall be for 100 percent of the contract price to guarantee faithful
performance of all work, within the time prescribed, in a manner satisfactory to the Agency, and that all
materials and workmanship will be free from original or developed defects.
The Payment and Performance Bonds shall be submitted on the appropriate form contained in this
solicitation in order for the execution of contract to awarded bidder.
III. PAYMENT
Prevailing wages are required. A certified copy of all payroll records relative to this project shall be
submitted to the City. Receipt of certified payroll records by the City is a prerequisite for payment.
Contractor shall render certified payroll, original test report, and coinciding invoice(s) to the City for all
work performed monthly. Invoices shall be prepared in accordance with the fee schedule as set forth in
this agreement.
All contractors and subcontractors will be required to upload all certified payroll electronically to the
Department of Industrial Relations (DIR) as this project will be subject to compliance monitoring and
Enforcement by the DIR.
IV. ADDENDA TO SPECIFICATIONS
Any questions regarding this bid shall be submitted in writing to Quintin Mitchell, Buyer, via email to
qmitchell@cityofredding.gov. At the City's sole discretion, if any response provided is deemed material
to understanding this project the City will issue a formal addendum to all known interested parties.
