TERMINAL ADVERTISER CONCESSIONAIRE
FOR PENSACOLA INTERNATIONAL AIRPORT
Sealed and complete hardcopy proposals with original or electronic signature, and
five (5) additional copies, plus one (1) complete and identical electronic copy (single
PDF) on flash drive, must be received no later than March 18, 2026, 2:30 P.M., Central
time, at the following location:

The OUTER PACKAGING of the sealed submittal package shall identify the
respondent, the RFP title, and the RFP number (whether hand-delivered, mailed, or
via UPS/FedEx or other courier service). Submittals received after closing time will not be
accepted. Multiple submittals from the same entity will not be accepted.
Alternatively, electronic responses may be submitted to Demandstar or Central Bidding.
Both sites require registration and varying fees for notifications and document downloads.
Those submittals received will be opened and publicly acknowledged the following
business day (March 19, 2026, 10:00 A.M., Central time) via Microsoft Teams at the
following link*: Microsoft Teams proposal opening.
Specifications will be posted to the City’s website at www.cityofpensacola.com/bids.aspx.
Addenda will be posted to the City’s website. Proposers are responsible for obtaining
addenda and are advised to check the website frequently. There is no cost to view or
download documents from the City website.
In order to review the project requirements, a mandatory pre-proposal meeting will be
held at 9:00 A.M., Central time, February 27, 2026, at Pensacola International Airport,
Suite 225, 2430 Airport Blvd, Pensacola, FL 32504.
A proposal tabulation with a Notice of Intent to Award will be posted to the City’s website
at www.cityofpensacola.com/bids.aspx. Proposers are advised to check the website
frequently.
Any questions concerning the proposal should be addressed and submitted in writing no
later than 10:00 A.M., Central time, March 6, 2026, to:

INSTRUCTIONS AND GENERAL SPECIFICATIONS
Firms responding to the RFP must be available for formal presentations/interviews to
the Selection Committee.
Sealed proposals must be submitted in the proposal format outlined as part of these
Instructions and General Specifications. Proposal documents include at a minimum:

Proposal form(s) provided by City
Required City forms
Acknowledgement of addenda
A. Submittals must be typed or printed. All corrections made by the respondent prior
to the opening must be initialed and dated by the respondent. No changes or
corrections will be allowed after submittals are opened.
B. The City of Pensacola is not liable for any costs incurred by any interested party in
responding to this RFP.
C. Notwithstanding anything else stated herein, the City reserves the right to modify
the proposal documents, including the Agreement, by issuing addenda to be posted
on the City’s website.

D. These instructions, specifications, and statements accompanying the proposal, the
proposal itself, and any addendum issued, shall be included in the Agreement that
will be entered into for this service.
E. By responding to this solicitation, each Respondent warrants that it has not and will
not employ or retain any company or person, other than a bona fide employee
working solely for the firm, to solicit or secure an agreement pursuant to this
solicitation and that it has not and will not pay or agree to pay any person, company,
corporation, individual or firm, other than a bona fide employee working solely for
the firm, any fee, commission, percentage, gift, or other consideration contingent
upon or resulting from the award or making of an agreement.
BACKGROUND AND PURPOSE
Pensacola International Airport ("Airport" or "PNS") is inviting responses to this Request
for Proposals (RFP) from qualified, experienced firms to develop, manage, sell, operate,
and maintain a comprehensive terminal advertising program at Pensacola International
Airport, with services anticipated to begin on or about June 1, 2026, or sooner as mutually
agreed.
For more than two decades, the Airport has managed its terminal advertising program in-
house. During this period, Pensacola International Airport has experienced significant and
sustained passenger growth, positioning PNS as one of the fastest-growing mid-sized
airports in the region. As the Airport continues to expand its facilities, modernize its
terminal environment, and elevate the overall passenger experience, PNS is seeking to
transition its advertising program to a professional concessionaire with demonstrated
expertise in airport advertising.
The Airport’s objectives in issuing this RFP include, but are not limited to:
Leveraging advanced digital advertising technologies and data-driven media
solutions;
Expanding revenue performance and long-term financial return to the Airport;
Introducing innovative, experiential, and immersive advertising opportunities that
enhance the sense of place and passenger journey;
Modernizing existing advertising infrastructure and increasing the proportion of
modern digital assets throughout the terminal;
Attracting national, regional, and local advertisers while supporting community,
City, and Airport messaging; and
Partnering with a firm that can strategically position PNS as a premier advertising
platform within the Interstate 10 corridor and broader Gulf Coast region.
The selected Proposer will serve as the Airport’s exclusive terminal advertising
concessionaire and will be expected to bring creativity, technical expertise, and strong
sales capabilities to deliver a best-in-class advertising program aligned with the Airport’s
brand, values, and growth trajectory.

SCOPE OF SERVICES
The successful Proposer (“Concessionaire”) shall provide all labor, materials, equipment,
capital investment, supervision, and expertise necessary to fully develop, operate,
manage, market, and maintain a comprehensive terminal advertising program at
Pensacola International Airport. The Scope of Services shall include, but not be limited
to, the following:
Program Development and Strategic Planning
Develop a cohesive, airport-wide advertising program strategy that maximizes
revenue while enhancing the passenger experience.
Conduct a detailed assessment of passenger flow, dwell times, sightlines, and
terminal zones to inform optimal media placement.
Propose a balanced mix of digital, static, large-format, iconic, sponsorship, and
experiential advertising assets.
Align advertising solutions with PNS’s brand standards, architectural environment,
and sense-of-place objectives.
Remain poised to introduce new advertising infrastructure to terminal upgrades
and new concourse.
Advertising Asset Design, Fabrication, and Installation
Design, fabricate, install, and commission all advertising displays and supporting
infrastructure, subject to Airport approval.
Replace existing signage with current-generation technology, ensuring that a
minimum of seventy percent (70%) of all advertising assets are digital.
Integrate advertising displays with terminal architecture and systems in a manner
that is safe, durable, visually cohesive, and compliant with all applicable codes and
regulations.
Submit detailed plans, specifications, and construction schedules for Airport review
and approval 30 days prior or a specific agreed upon date of installation.
Proposal should include the installation of a large screen over the escalators,
specifications subject to proposer’s recommendations.
Capital Investment and Infrastructure
Provide a detailed capital investment plan outlining initial installation, mid-term—
year four (4) to five (5)—and option year upgrades, as a component of proposer’s
long-term replacement strategies.
Be solely responsible for all costs associated with non-Airport-owned systems,
including procurement, installation, maintenance, refurbishment, and replacement.
Sales, Marketing, and Revenue Generation
Develop and execute a comprehensive sales and marketing plan targeting
national, regional, and local advertisers.
