DIRECTIONS
The Griffin-Spalding County School System is soliciting proposals for "Tennis Court
Restoration Projects" at Griffin High School (GHS) and Spalding High School (SHS).
Qualified Tennis Court Builders interested in providing a proposal shall be
knowledgeable and adequately qualified to perform the work described. Qualified Tennis
Court Builders shall have a minimum of five (5) years experience in the related field of
work and have experience with at least seven (7) projects that were of similar or larger
scope and size as those included in this RFP. All interested contractors must provide the
pertinent required data.
Please read all materials enclosed before submitting a proposal. It is the responsibility of
each person or company proposing to understand the scope of the work involved and to
fully comprehend the work required. Please ensure that the entire scope of the work
being requested is fully understood prior to submitting a proposal. Potential proposers
shall visit the tennis courts, to ensure all questions concerning the scope of work are
clarified, and to fully understand the proposal package and scope of the work prior to
submitting a proposal.
A mandatory pre-proposal meeting will be held on May 28, 2026 at 10:00 P.M. for
all interested proposers. Please plan to meet at the GHS athletic complex, using the
entrance off of Hwy 16 that is located immediately east of the intersection of Hwy 16 and
Pine Hill Road.
All contractors submitting a proposal should include in the proposal package the
following items: 1) a list of at least seven (7) references from previous jobs with
addresses, phone numbers and contact names; 2) a completed Proposer's Qualification
Form (provided) ; 3) a completed proposal sheet(s) (provided); 4) a signed and dated
Agreement and Certification Form (provided); 5) Copies of liability and workman's
comp. insurance coverage as described herein; 6) executed copies of the pertinent
"GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT OCGA 13-10-
90" documents (provided); 7) any other materials which may be of use to the school
system in determining the willingness and/or ability to do the proposed projects.
The proposal package should be mailed or delivered to: Griffin-Spalding County
Schools, 210 S. 6th St., Griffin, GA 30224 - attention: Bruce Ballard. On the outside of
the envelope should be noted:

All proposals must be received at the Construction and Facilities Department in the
Hawkes Building located at 210 S. 6th Street, Griffin, GA 30224 by 2:00 P.M. local
time on Thursday, June 11, 2026. All proposals received after that time will not be

opened or considered. Proposals will be opened at a later time, when the Construction
and Facilities Director can arrange a time to open them with at least two (2) witnesses
present, including at least one representative of the G-SCS Finance Department.
The school system reserves the right to reject any and all proposals and to wave
technicalities. The school system will award the agreement/P.O. based on the proposed
cost including the chosen add alternates, any offered discounts, qualifications, the ability
to complete the work in the specified time frame, references, proper insurance and
workman's compensation coverage, e-verify compliance, other required forms and data,
subsequently provided data and other factors which the system deems important. That
being the case, it is the School Systems intent to award the project(s) to the company that
submits the lowest bid and also meets the other requirements of the proposal. Therefore,
there should be no assumption that the lowest price proposal will necessarily be the
proposal awarded. Each proposed project will be viewed as separate projects, so may be
addressed separately or jointly as the School System may determine. Therefore,
companies should provide prices specific to each project, and duly note any discount that
might be offered, if awarded multiple projects, under the designated space on the
proposal forms.
Proposals may not be withdrawn for a period of thirty (30) days after the date of receipt
of the proposal, except as otherwise expressly provided by applicable law. The contract,
if awarded, will be on a stipulated sum basis. Proposals must be accompanied by a bid
bond payable to Griffin-Spalding County Board of Education in an amount equal to five
percent (5%) of the base bid. A performance bond and a labor and material payment
bond, each in an amount equal to 100% of the contract sum, will be required of the
successful proposer. These bonds are to be executed by a surety company licensed to do
business in the state of Georgia, be listed on "Department of the Treasury Circular 570"
and have an A.M. Best Company rating of at least Class "A", with a financial size of VI
or better. Bonds must be accompanied by a letter stating company's current rating for
verification prior to acceptance by the owner.

GENERAL SCOPE and EXISTING CONDITIONS

Griffin High School - 1617 W. Poplar Street, Griffin, GA 30224
There are two (2) sets of courts located at GHS. A set of four (4) courts that were rebuilt
in 2013 (overall asphalt dimension 122'x 222') at the original location where the initial
courts were installed 25-years earlier. Additionally, there were two (2) new tennis courts
(108' x 120' playing surface) constructed in 2013 at the field SE of the existing courts.
All of these courts have been touched up and recoated over the past thirteen (13) years.
The courts have unfortunately not been maintained as well as they should have been,
there are a number of existing and previously patched cracks that will need to be properly
addressed and some areas where the surfacing material is also cracking. Therefore, it is
believed that court restoration is warranted. It is our desire to have all of the courts
restored to a like new condition that can be warranted for at least 5-years and be used for
GHSA Tournaments. The fencing is in good shape and may be reused.
Spalding High School - 433 Wilson Road Griffin, Georgia 30224
The six (6) courts (3 - 108'x 120' playing surfaces) at SHS were originally constructed in
2002. These courts have been relatively well maintained and are still in fairly good
condition. These courts were refurbished with an asphalt tennis court surface color
coating system in 2013 and have all been touched up and recoated over the past thirteen
(13) years. The courts have unfortunately not been maintained as well as they should
have been, there are a number of existing and previously patched cracks that will need to
be properly addressed and a number of stains where rust or other discoloration has blead
through surfacing material. Therefore, it is believed that court restoration is warranted. It
is our desire to have all of the courts restored to a like new condition that can be
warranted for at least 5-years and be used for GHSA Tournaments. The fencing is in
good shape and may be reused.
General Notes:
Please note we have utilized the basic specifications we used when work was previously
done in 2013, to provide a better understanding of how the courts were constructed.
Therefore, there are some items included that will not necessarily be utilized for this
proposal.
It is anticipated that as part of the restoration process, comprehensive crack repair will be
required. Though we have evaluated several options we believe to be viable, it will be
the responsibility of the proposer to make full recommendations based on the full process

to be administered and the manufacturer and products being utilized.
Furthermore, in addition to the pre-proposal meeting the proposer shall make the
necessary arrangements to conduct a thorough visual inspection and crack mapping,
perform slope and drainage testing, determine if any core sampling or base probing are
subsurface moisture testing is needed in order to provide the documentation and reporting
required for a making a substantiated and verifiable proposal.

SPECIFICATION
TENNIS COURT RESTORATION PROJECTS
GRIFFIN HIGH SCHOOL (GHS) AND SPALDING HIGH SCHOOL (SHS)
GRIFFIN, GEORGIA
GENERAL SPECIFICATION
1.1 DESCRIPTION
A. Furnish and apply an asphalt tennis court surface color coating system on
accepted asphalt pavement. Any existing surfacing and markings shall be
removed in its entirety with underlying asphalt repaired and / or replaced as
necessary and surface completely cleaned before application of new color
coating surfacing materials. The Tennis Court Builder (TCB) hereinafter
referred to as CONTRACTOR shall furnish all labor, materials, equipment,
supervision, services, and incidentals necessary for the proper completion of
the tennis courts and related work indicated within the construction documents.
All quantities and dimensions shall be field verified by the CONTRACTOR.
Approximate project start date at both locations is July 27, 2026 with 100%
completion at both schools to be achieved no later than November 20, 2026.
B. Project must conform to codes and standards as set forth by the:
American Sports Builders Association (ASBA)
United States Tennis Association (USTA)
International Tennis Federation (ITF)
National Federation of State High School Associations (NFHS)
Georgia High School Athletic Association (GHSA)
National Asphalt Pavement Association (NAPA)
American Society of Testing and Materials (ASTM)
C. Court Construction: Refer to the American Sports Builders Association
(ASBA) manual Tennis Courts: A Construction & Maintenance Manual,
Seventh Addition or later if available, for court construction details.
1.2 ASPHALT AND CONCRETE WORK
SUB-BASE:
A. The area of all courts is defined by the existing courts surface.
B. The areas should be stripped of all surface and subsurface vegetation and the
ground sterilized to prevent future growth.
C. The sub-base shall be laser graded to ensure slopes not less than 0.83%
(1:120) and not more than 1% (1:100). Each court must slope on a true plane,
preferably from side to side (but from end to end or from corner to corner are

acceptable, or in the shortest direction for good drainage and water runoff.
D. The sub-base should be consistently compacted over the entire area. The sub-
base should have a compaction of at least 97%.
E. Any vegetation, soil, debris, etc. generated during grading and site preparation
shall be removed from the site unless an area of need can be identified and
approved by the owner.
BASE:
A. The base should have a minimum thickness of 6".
B. Material: A base course of stones, comprised processed/recycled asphalt of
sizes up to 1.5" is recommended. Properly prepared millings,
processed/recycled asphalt and crushed aggregate can also be utilized. If the
latter are utilized they should be evenly distributed throughout the base area
and should be limited to no more than half of the depth of the compacted base
layer.
C. The base should be laser grade to ensure a uniform density and thickness
throughout the court area and a level surface within 14" in 10'.
D. The base course should be rolled and compacted to 95% minimum Proctor
Test with equipment that provides uniform density.
E. The surface of the compacted base course should not vary more than 12" from
the true plane of the court.
ASPHALT
A. The asphalt shall be placed with the utmost care and professionalism. The
asphalt shall be placed in layers of consistent depth and in accordance with all
standards and recommendations for asphalt applications and asphalt tennis
court construction.
B. Compacted Asphalt Leveling Course: A leveling course of 12.5 mm hot plant
mix asphalt should be applied over the base course to a compacted thickness
of not less than 1 12". The leveling course should be spread and compacted by
methods and in a manner that produces a uniform density and thickness. The
finished level of the leveling course should not vary more than 14" in 10',
when measured in any direction. Upon completion of the leveling course it
should be the responsibility of the contractor to flood the surface immediately
after the asphalt is capable of handling traffic, but within 24 hours. If, after
one hour of drying time, there are birdbaths evident as defined by the ASBA,
they shall be marked and record. Such areas shall be properly repaired prior
to applying the surface course.
C. Compacted Asphalt Surface Course: A surface course of 9.5mm Type I "H"

hot plant mix asphalt shall be applied over the leveling course to a compacted
uniform thickness of 1 12". The leveling course should be spread and
compacted by methods and in a manner that produces a uniform density and
thickness. The finished level of the leveling course should not vary more than
1/8" in 10', when measured in any direction. Upon completion of the leveling
course it should be the responsibility of the contractor to flood the surface
immediately after the asphalt is capable of handling traffic, but within 24
hours. If, after one hour of drying time, there are birdbaths evident as defined
by the ASBA, they shall be marked and record. Such areas shall be repaired to
ensure full compliance with ASBA and other applicable standards prior to
allowing the 30 day cure time before the tennis court surface color coating
system.
D. Begin rolling asphalt when a mixture will bear roller weight without excessive
displacement. The layers shall be rolled to produce a minimum density
equivalent to 95% of the laboratory design density, as determined by the
Marshall Stability test method and obtain a minimum Marshall stability value
of 1,500 pound or as recommended by the tennis court surface color coating
system.
E. Perform finish rolling while mixture is still warm enough for removal of roller
marks. Continue rolling until roller marks are eliminated and course has
obtained maximum density.
F. Any oil spills (hydraulic, diesel, motor oil, etc.) must be completely removed,
either by chipping out or removing and replacing with new, keyed in asphalt.
The minimum depth of any asphalt replacement shall be one inch. The curing
time for the asphalt base is 21 days. It shall be the responsibility of the
CONTRACTOR to determine if the asphalt substrate has cured sufficiently
prior to the application of tennis court surface color coating system.
G. It shall be the responsibility of the CONTRACTOR to determine if the asphalt
substrate meets all design specifications, i.e. slopes, planarity, evenness, small
irregularities and specific project criteria.
H. New asphalt shall be allowed to cure a minimum of 30 days prior to the
application of any tennis court surface color coating system and shall meet the
manufacturer's requirements.
I. All new hot mix asphalt shall meet the specifications and type requirements of
the manufacturer of the tennis court surface color coating system.
CONCRETE
It shall be the responsibility of the CONTRACTOR in conjunction with the

owner to determine the method of patch or repair of concrete curbs, gutters,
drains and field event areas once existing surfacing materials have been
removed.
A. Manufacturer instructions should be followed for proper preparation of
concrete to receive new surfacing materials.
B. All concrete shall be a minimum of 3,000 psi.
C. See attached concreted details, cut sections etc. for curbs, etc.
1.3 QUALITY ASSURANCE
A. Asphalt surface shall comply with guidelines of the ASBA, NAPA and USTA
for slope, planarity, evenness and density (density only in the case of new
asphalt work). The CONTRACTOR and manufacturer must supply the owner
with a letter stating that new or existing asphalt and concrete surfaces are
acceptable, noting any discrepancies in planarity, and that once work begins to
install the tennis court surface color coating system that they have accepted
responsibility for the condition of the asphalt, concrete or existing court surface
and their product's ability to bond to these surfaces and perform as outlined in
their product literature.
B. All liquid materials shall be from a single source and manufactured for the
purpose of tennis court surface color coating system.
C. The manufacturer must have a designated representative available to help
resolve material issues and to provide inspection of the project as
recommended by the manufacturer.
D. The CONTRACTOR shall record the batch number of each product used on
the site and maintain it throughout the warranty period.
1.4 INSTALLER QUALIFICATIONS
A. The CONTRACTOR shall be an authorized applicator of the
specified/approved tennis court surface color coating and must provide written
evidence of same to owner.
B. CONTRACTOR shall be a builder member of the ASBA in good standing for
at least the last five years.
C. The CONTRACTOR must have been in the business over the last five years
of installing the type of tennis court surface color coating system chosen by

the School System and must provide written evidence of the successful
completion of at least five such track surfaces over the past three years.
D. The CONTRACTOR must supply the owner with a fully executed Statement
of Proposer's Qualifications along with their proposal.
E. The job site superintendent for the CONTRACTOR must:
1. Speak fluent English
2. Be on site at all times when work is being performed and materials are
being delivered
3. Be able to provide proof of extensive experience installing the specified
track surface
1.5 SUBMITTALS
The Griffin-Spalding County School System will determine the tennis court
surface color coating system to be used in accordance of the data submitted in the
RFP. Being that time is of the essence it is imperative that the CONTRACTOR
provide all needed data and materials to adequately justify that the proposed
product meets are exceeds the products specified in the RFP package. Such data
and information shall be submitted with the proposal.
The following submittals must be supplied for the specific tennis court surface
color coating system that the owner chooses to have installed within 10 days of a
Notice of Award Letter/Purchase Order being issued by the owner:
A. Standard manufacturer's printed specifications
B. An authorized applicator certificate from the tennis court surface color coating
system manufacturer.
C. Documentation signed by an officer of both the manufacturer and
CONTRACTOR indicating the number of guarantee years provided for the
workmanship and surfacing system.
E. An affidavit attesting that the surfacing materials to be installed meet the
requirements as set forth by the manufacturers currently published
specifications and any modifications outlined in those technical specifications
and that these materials have been produced specifically for use in tennis court
surface color coating system construction.
F. A complete list of materials to be used in the construction of the tennis court
system.
G. Current material safety data sheets (MSDS) for the liquid components
H. Shop drawings of the tennis court striping and markings, including specific
dimensions.
