Tenant Way Closed Landfill Flare Replacement Project
Enclosed Flare Package
Sealed bids will be received only at the office of County Engineer, Attn: County Engineer, Public Works
Administration Building, 1600 13th Avenue South, Kelso, Washington 98626, prior to 1:30 o'clock p.m.,
on Monday, April 20, 2026, at which time all bids received will be publicly opened and read in the
chambers of the Board for furnishing an Enclosed Flare Package to Cowlitz County. Bids received after
the time fixed for receiving bids will not be considered.
All bids must be submitted upon the attached Proposal forms. The outside of the envelope must have
the following information:

County offices are not open for mail or other deliveries on weekends, County holidays, or inclement
weather closures. The County assumes no responsibility either for delays in USPS mail or County
interoffice mail services, or for bids delivered to County offices or personnel other than to the specified
office and personnel. Bids received after the date and time stated in this call for bids will not be
accepted and will be returned unopened to Bidder. There will be no exceptions or waivers of this
requirement.
Firm price is solicited for the enclosed flare package listed in the Bid Proposal below. Cowlitz County
will accept no additional charges including, but not limited to freight, fuel surcharges and other charges.
Purchase will be made for the enclosed flare package described in the bid specifications.
Payment for purchases will be made according to State Statute, in the month following delivery of
materials, providing a properly detailed invoice has been furnished.
The Board reserves the right to reject any and all bids, to waive informalities in the bids, and to accept
the bid of the lowest responsive, responsible bidder as it best serves the interests of the County.

SPECIFICATIONS AND PROVISIONS
1. All items purchased hereunder shall comply with the following specifications:
BID ITEM: ENCLOSED FLARE PACKAGE
Part 1 - GENERAL
1.01 SUMMARY
A. Work includes providing and installing the unitized, modular, enclosed landfill gas ground
flare station including all components necessary for a complete and operational system. The
flare station shall be sized to extract, demist, process the condensate, compress and combust
a maximum of 3.2 MMBtu/hr (150 SCFM of 35% methane) of landfill gas. Other combinations
of flow and methane content not exceeding 3.2 MMbtu/hr shall be accommodated as long
as methane is between 20% and 35%, and flow is between 25 and 150 scfm. The combination
of these subsystems shall include, but not be limited to, the following components:
1. Enclosed ground flare rated for Class 1, Division 2 hazardous area classification
a. Automatic actuated shutdown valve
b. Flame arrestor

c. Burner unit
d. Flare stack
e. Interconnecting piping and isolation valves
f. Pilot and ignition system
g. Internal electrical wiring
h. Instrumentation and control devices
i. Junction and terminal boxes
2. Gas handling/blower system rated for Class 1, Division 2 hazardous area classification
a. Landfill gas blowers
b. Demister/filter system
c. Process valves
d. Process piping
e. System structural skid
3. Instrumentation and valves rated for Class 1, Division 2 hazardous area classification
4. Power control panel and system control panel
a. Enclosures/cabinets/junction boxes
b. Control and annunciation devices
c. Interconnecting conduit and wiring
d. PLC supervisory control system
e. Ethernet switch for remote connection capabilities
f. All required electrical controls, motor controls, annunciation systems, alarm systems,
and logic systems
5. Factory testing and start up support
a. Equipment and startup testing
b. Perform initial system startup
c. Demonstrate compliance with performance requirements as specified
d. Provide operation start-up and training for designated personnel
e. Prepare and deliver three copies of submittals and operation and maintenance
manuals
B. System to be factory assembled, pre-wired, calibrated, and tested prior to shipment.
C. System shall be pre-piped and pre-wired to the extent possible, requiring minimal field
assembly.
D. Systems and assemblies furnished under this section shall be designed, manufactured,
and/or supplied by a single vendor in the interest of total system compatibility, reliability,
quality, cost, and single source responsibility.
E. Installation, civil work, electrical interconnections, and permits are by others unless noted.

1.02 FLARE SYSTEM DESCRIPTION
A. Design Requirements
1. Design system for continuous operation and destruction of LFG.
a. System to be designed to operate on 20-35% methane.
b. System to reduce emissions in accordance with 40 CFR 60.18 and 40 CFR
60.752(b)(2)iii. System shall reduce NMOC by 98% by weight, and 99% DRE of
methane.
c. System to be designed to comply with WAC 173-408-080 (4) Requirements for Flares.
System shall achieve a methane destruction efficiency of 99% by weight.
2. Provide complete skid mounted blower/flare system to include:
a. Structural steel skid with appropriate anchor points for connection to existing
concrete slab. Flare shall be able to withstand loads and stresses per the
requirements of UBC100 mph wind loading and seismic zone criteria.
b. Two (2) identical blowers, complete with each sized for 480 VAC, totally-enclosed,
fan-cooled, inverter duty electric motor rated for installation in NEC 500 Class I,
Division 2 environments and direct drive. Blower to be rated for 150 SCFM at -35
inches WC inlet vacuum and 15 inches WC discharge pressure. Blowers shall have
been designed for use with and in the presence of landfill gas. The blower shall
include anti-corrosion coating or material suitable in the presence of landfill gas as
approved by the manufacturer.
c. Enclosed flare sized for 150 SCFM LFG with minimum 7:1 turndown. Turndown based
on 20-35% methane content and 1600 degrees F. Minimum operating temperature
shall be 1400 degrees F. Maximum internal temperature rating shall be 2000 degrees
F.
d. Inlet demister/knockout sized for 300 SCFM. Knockout to include:
1) Multi-layer demister pad/filter rated for 100% removal efficiency at 6-micron
droplet size. The demister/filter vessel shall be capable of withstanding no less
than 5 PSIG pressure/vacuum
2) Differential pressure gage across demister pad/filter
3) Visual liquid level gage.
4) Cleanout access.
5) Inspection port.
6) Pipe coupling in the bottom of the filter for condensate removal.
e. Thermocouples: 3 each, housed in Inconel sheaths
f. Test ports for air quality testing sensor access and view ports, one at each
thermocouple and two for view of main flame and pilot.
g. Eccentric flame arrester. Flame arrestor shall be provided with pressure monitoring
such that both flare back pressure and flare and flame arrestor back pressure can be
monitored.
h. Flame safeguard controller
i. Flare temperature controller
j. Primary air mixed burner assembly consisting of multiple individual burners. The
primary air dampers beneath each burner port shall be adjustable throughout their

range from outside the flare cylinder, with the flare in full operation. Burners shall
have minimum 2,700 degreesF rating.
k. Associated instrumentation, including vacuum, pressure, and temperature gauges.
l. Thermal-dispersion flow meter that does not require annual calibration suitable for
installation in NEC 500 Class I, Division 2 environment.
m. Automatic Ignitor system. (electric)
n. Electronic spark ignitor assembly removable from outside the flare without
disconnecting conduit or wiring
o. Fail-safe closed (with loss of power) automatic electric operated valve.
p. Actuators shall cause louver(s) to fail open on loss of signal.
q. Provide spare flexible couplings, manual isolation valves and check valves for each of
the identified items included on the skid mount flare
r. Requires expanded metal screening for personnel protection around bottom of flare
stack (approximate coverage is from 2 ft to 8 ft above top of flare pad)
s. Concrete pad protection: flare mounting shall be designed such that a minimum of
4" of passively ventilated air space is provided beneath the insulated flare floor and
the concrete pad.
t. Combustion cylinder protection/insulation. Insulation shall be attached to the flare
wall and floor appropriate to the temperature exposure zones in the combustion
cylinder. Insulation coating shall be high temperature, sprayed on surface
sealer/protectant.
u. Control system with:
1) Control panel provided loose for off-skid installation. Control panel ideally no
more than 1 foot, 9 inches wide to fit on existing concrete pad 4 feet from existing
control panel. Control panel to include:
a. Automatic flare controller with touch screen interface, with blower amperage
and blower runtime hour displays (Separate amp meter, with run time display
in PLC).
b. Isolated 4-20 milliampere loop signal to remote alarm dialer directly
proportional to measured gas flow and measured flare temperature.
2) Power panel provided loose for off-skid installation. Power panel to include:
a. Blower motor starter, VFD, and circuit protectors.
b. VFD with manual keypad to adjust speed and VFD setpoints.
c. Main power disconnect and control power supply.
d. Motor starter with electronic overload for purge-air-blower
e. Provide pedestal or other support to raise control panel at least 24 inches
above finished grade.
3. Ambient air temperatures ranging from 5 degrees to 110 degrees Fahrenheit.
4. Maximum anticipated wind velocities up to 100 mph.
5. Design for seismic zone 4.
6. Noise level in any direction within 3 ft from flare to be less than 85 dBA.

7. Maximum headloss due to flare: 5 inches WC
8. Design and construct skid mounted blower/flare system to operate as a complete unit to
minimize installation and start-up time:
a. Fabricated, assembled, pre-wired and tested prior to shipment.
b. Completely wired from the thermocouples and igniter to the main control and power
panels.
c. All mechanical equipment (including blower, blower drain(s), flare, flare drain, flame
arrester, and flame arrester drain) to be pre-piped with 304 SS pipe or carbon steel
tested prior to shipment.
d. Skid to include a minimum of 4 external connection points, including: LFG in, electric
power in, control signals in, and control signals out
1) Provide skid-mounted terminal junction boxes to interface on-skid wiring with
Contractor-provided field wiring between vendor control and power panels and
vendor skid.
1.03 SUBMITTALS

a. Construction Drawings.
b. Outline dimensions.
c. Electrical and hydraulic schematics
d. External and internal connection diagrams showing incoming and outgoing contacts,
and terminals as specified.
e. Integrated terminal to terminal wiring, schematic and composite electrical diagrams
including control interconnection diagrams of entire system assemblies, including:
1) Elementary schematic diagram.
2) Wiring and interconnection diagram.
3) Frontal elevation drawing.
4) Bill of material listing components.
5) Schedule of nameplates furnished with unit.
f. Expected noise emissions and weight of equipment.
g. List of registers available for data exchange between flare controller and Owner's
SCADA system via Modbus TCP.
h. Equipment dimensions component parts and list of materials
i. Installation and mounting details
2. Miscellaneous:
a. Blower performance curves showing capacity, pressure, and BHP required from 0%
to 120% of rated capacity.
3. Operation and Maintenance (O&M) Data:

1.04 QUALITY ASSURANCE
A. Qualifications of manufacturer: Products used in the work of this section shall be produced
by manufacturers regularly engaged in the manufacture of landfill gas handling, processing
and combustion systems and with a history of successful production acceptable to the
engineer.
B. Qualifications of Vendor's startup and testing representative: System shall be properly set
up and tested by personnel regularly engaged in the startup of landfill gas handling,
processing and combustion systems and with a history or successful startup acceptable to
the engineer. Startup and training representative shall be thoroughly trained and
experienced with the system and shall be completely familiar with the specified
requirements and the methods needed for proper performance of the work of this section.
C. System Responsibility:
1. To ensure proper operating systems, supplier of flare system will also be responsible for
supplying complete and operable system including associated control panels.

A. All equipment and materials to conform to the latest revised editions of applicable standards

2. Institute of Electrical and Electronic Engineers (IEEE)
3. National Electrical Manufacturer's Association (NEMA)
4. Underwriters' Laboratories (UL)
5. Instrument Society of America (ISA)
6. National Fire Protection Association (NFPA)
B. All electrical equipment and materials, and the design, construction, installation, and
application thereof to comply with all applicable provisions of the National Electrical Code
(NEC), the Occupational Safety and Health Act (OSHA), and any applicable Federal, State, and
local ordinances, rules and regulations.
C. All materials and equipment specified herein will within the scope of UL examination
services, be approved by the Underwriter's Laboratories for the purpose for which they are
used and bear the UL label.
D. Electrical materials and devices installed within Class I, Division 2 environments must be
marked as suitable for use in a Class I, Division 2 environment from a safety testing agency,
such as Underwriter Laboratories, Factory Mutual, or other testing agency recognized by
Washington State Department of Labor and Industries Electrical Division.
E. All control panels and electrical devices must bear a label by an electrical safety testing
agency acceptable to Washington State Department of Labor and Industries, such as UL, or
by a Labor and Industries approved field evaluation and testing agency.
F. The Flare skid assembly/components (instrumentation, motor, blower, j-boxes, enclosures,
devices, raceways etc.) to be listed for use in a Class 1, Division 1 hazardous environment.
Provide seal fittings as required the NEC for hazardous areas.

lacquer, corrosion products, mill scale, and foreign material. Coat surfaces with
heat-resistant paint finish.
