Temporary Refuse Collection Staffing Services

The City of Holyoke invites sealed bids from qualified temporary staffing agencies to furnish

temporary laborers for the Department of Public Works Refuse Division in accordance with

M.G.L. c.30B. The city is looking for an Agency that can provide temporary laborers to perform residential trash, recycling, and yard waste collection, loading/unloading refuse, and related labor under the daily supervision of the Department of Public Works. The City may utilize up to five (5) temporary laborers at one time. Current staffing needs are estimates only. No minimum work is guaranteed. Documents are available electronically starting on August 12, 2026 @ 10AM by requesting them from morrowj@holyoke.org

Bids will be received electronically until 2PM on August 27th, 2026 where they will be publicly opened and read. The city will award a contract to the lowest responsive and responsible bidder in accordance with M.G.L.c.30B. The City reserves the right to reject any or all bids, waive minor informalities, and award in the best interest of the City.
