Overview
Summary

The San Joaquin Council of Governments (SJCOG) is seeking proposals from qualified professionals to provide consultant services for the Regional Congestion Management Program (RCMP). The RCMP serves as a mechanism to fulfill SJCOG’s requirements as a metropolitan area with a population exceeding 200,000, under the Federal Congestion Management Process . In addition, there is an opportunity to integrate Performance-Based Planning and Programming (PBPP) performance metrics and provide information of interest to our jurisdictions. A key focus of the Federal CMP aims to reduce single-occupant-vehicle (SOV) travel while minimizing the need for increasing SOV roadway capacity. It also provides additional resources for the development and deployment of new congestion management technologies and strategies.

Each proposal should include information demonstrating the consultant's understanding of the project and associated tasks, expertise, familiarity with the Federal Congestion Management Process, and experience with the San Joaquin County transportation system. The services provided under this solicitation will be funde d with local funds.

Background

SJCOG is the designated Congestion Management Agency (CMA) for San Joaquin County. The passing of California Proposition 111 (1990) established new requirements that are in compliance with State Congestion Management Program (SCMP), which fulfills the requirements of Federal Congestion Management Process (FCMP). The renewal of the 2006 Measure K Ordinance required a fully operational Regional Congestion Management Program (RCMP) by 2008. The RCMP has been updated every four years since 2012.

California Government Code 65088.3 provided CMAs the option to opt out of California SCMP if the majority of jurisdictions that account for the majority of population in San Joaquin County pass their own resolution in support of SJCOG efforts of opting out of SCMP. There are nine jurisdictions in San Joaquin County; including Cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton Tracy, Mountain House and San Joaquin County. As of August 2020, all of the jurisdictions, except San Joaquin County, have passed their own City Council resolutions to opt out of SCMP. Thus; meeting the requirement to opting out of SCMP.

In response of SCMP opt out, SJCOG amended its Measure K program to update its language to remove requirements of SCMP.

Performance-Based Planning and Programming

2012 MAP-21 adoption established Performance-based Planning and Programming (PBPP) framework that encourages the investment in projects that will make progress toward the achievement of the national goals for transportation. Caltrans established state targets for Metropolitan Planning Organizations (MPOs) to support or develop their own targets for PBPP performance metrics; grouped by Safety (PM 1); Transportation Asset Management (PM 2); and System Reliability, Freight, Congestion, and Air Quality (PM 3). In 2021, SJCOG updated the RCMP to comply with the federal congestion management process and integrates specific performance metrics that required by MAP-21 (Moving Ahead for Progress in the 21st Century) Act.

2024 RCMP outlined the tasks performed by SJCOG to implement the RCMP; including:

  • RCMP Monitoring Schedule – Annual (but staggered every other year for certain metrics)
  • RCMP Performance Report Schedule – Biennial (every odd numbered year) – to coincide with Federal Reporting Requirements (National Performance Rule)
  • Evaluation/Identification of RCMP Deficiencies (every odd numbered year – to be informed by completion of the RCMP Performance Report).
  • RCMP Program Update (every four years – even numbered year). The RCMP update will provide SJCOG its’ RCMP Steering Committee the opportunity to revisit all the elements of SJCOG’s RCMP (e.g., network, monitoring, performance metrics, deficient corridors, improvement strategies, etc.) to determine what is working and what elements need improvement and to consider modifications as appropriate. Any new legislation affecting the RCMP will also be reflected during the four-year cycle update.
