The three (3) month order period of performance from January 1, 2025 through March 31, 2025 will provide sufficient time for the Government to award a contract to support CESER’s new and expanding requirements. The applicable authority to be utilized is FAR 8.405-6(a)(l)(i)(A) "an urgent and compelling need exists, and following the procedures would result in unacceptable delays."
The contract will provide CESER with technical, analytical, and management support services for the Cybersecurity & Emerging Threats Research & Development Program Support task requirement required by the Preparedness, Policy and Risk Analysis (PPRA) division. The objective of this contract is to assist CESER in fulfilling its departmental mission to secure United States energy infrastructure against all hazards, reduce impacts from disruptive events, and assist industry with restoration activities, ensuring a secure and reliable flow of energy to the United States.
Until a new competitive award is executed, ICF Incorporated, L.L.C. will perform all the essential requirements needed to support the DOE.
