The Texas Division of Emergency Management (TDEM)is seeking to establish Indefinite Delivery, Indefinite Quantity (IDIQ) contingency contracts that will allow vendors to provide turnkey base camp services to TDEM as needed. The scope of this RFP calls for a contract commercial vendor as a source for the State of Texas to establish specified emergency base camps providing total turnkey base camp support services. Incidents the Contractor will be responding to include, but not limited to, hurricanes, wildfires, tornados, and any other event requiring a base camp. The Contractor shall provide all necessary labor, supervision, equipment, tools, materials, fuel, supplies and transportation, except as stated in this paragraph, necessary to provide the items and services described herein and set forth in subsequent task order (s). The State may provide all fuel requirements except for liquefied petroleum gas. The State may request a liaison to coordinate efforts in the State Operation Center to support 24-hour operations for the incident duration. Contractor services include:

- Camp and Subcontractor Mobilization;

- Site Preparation;

- Installation and maintenance of all contractor-provided equipment;

- All services necessary to efficiently manage and operate the base camp;

- Demobilization.

TDEM uses an E-commerce system for all Invitation for Bids, Requests for Proposals, and Purchase Orders.  We are asking all vendors to take a few moments and register as one of our vendors.  This will allow you to respond to our bid invitations electronically as well as view other bid opportunities.
