Overview

Summary

The Delaware Valley Regional Planning Commission (DVRPC) is seeking qualified Respondents to provide information demonstrating the ability to perform professional planning services, for the purposes of establishing a prequalified pool of Consultants for future project competitive solicitations, including projects funded through DVRPC’s Transportation and Community Development Initiative (TCDI).

Background

The Delaware Valley Regional Planning Commission (DVRPC) is the federally designated Metropolitan Planning Organization (MPO) for the Greater Philadelphia region, established by an Interstate Compact between the Commonwealth of Pennsylvania and the State of New Jersey. Members include Bucks, Chester, Delaware, Montgomery, and Philadelphia counties, plus the City of Chester, in Pennsylvania; and Burlington, Camden, Gloucester, and Mercer counties, plus the cities of Camden and Trenton, in New Jersey.

DVRPC's mission

As the Metropolitan Planning Organization for Greater Philadelphia, DVRPC builds consensus for a shared regional vision; enables data-based, community-centered solutions; and helps put plans into action.

DVRPC's vision

A Greater Philadelphia region that provides:

  • A safe, modern, multimodal transportation network for all
  • An innovative and connected economy with opportunity and shared prosperity
  • Healthy, walkable, and vibrant communities
  • A preserved and restored natural environment with thriving ecological systems
  • Clean, reliable, and affordable infrastructure and utility services resilient to the effects of extreme weather

DVRPC is funded through a variety of funding sources including federal grants from the U.S. Department of Transportation's Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), the Pennsylvania and New Jersey departments of transportation, as well as by DVRPC's state and local member governments.

DVRPC serves strictly as an advisory agency. Any planning or design concepts as prepared by DVRPC are conceptual and may require engineering design and feasibility analysis. Actual authority for carrying out any planning proposals rest solely with the governing bodies of the states, local governments or authorities that have the primary responsibility to own, manage or maintain any transportation facility.

DVRPC fully complies with Title VI of the Civil Rights Act of 1964 and related nondiscrimination statutes in all activities. For more information, visit www.dvrpc.org/GetInvolved/TitleVI .

DVRPC, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
