NOTICE OF REQUEST FOR PROPOSALS
The Taylor County Board of County Commissioners is soliciting bids for from qualified firms or
individuals to provide mosquito control services for Taylor County.
Qualified firms or individuals desiring to provide the requested services must submit their bid
package in an envelope or similar package marked: Sealed bids for “TAYLOR COUNTY
MOSQUITO CONTROL SERVICES” to the Clerk of Court, 1st Floor Courthouse, 108 North
Jefferson Street, Perry, Florida 32347 to arrive no later than 4:00PM, local time, on May 29, 2026.
All bids MUST have name and mailing address clearly shown on the outside of the envelope or
package when submitted. Bids will be opened and respondents announced at 6:00 p.m. local time,
or as soon thereafter as practical, on 6/1/2026 at the Taylor County Administrative Complex, 201
East Green Street, Perry, Florida 32347.
The County reserves the right, in its sole absolute discretion, to reject any or all bids, to cancel or
withdraw this bid at any time or waive any irregularities in the bid process. The County reserves the
right to award any contract(s) to the bidder/respondent which it deems to offer the best overall
service, therefore, the County is not bound to award any contract(s) based on the quoted price. The
County, in its sole and absolute discretion, also reserves the right to waive minor defects in the
process and to accept the bid deemed to be in the County’s best interest. The County, in its sole
and absolute discretion, also reserves the right to assign a local business preference in the amount
of five percent (5%) of the bid price. NO FAXED BIDS WILL BE ACCEPTED.
Taylor County is an AA/EOE employer and requires all contractors and subcontractors to comply
with Executive Order 11246.

SECTION 1 — INTRODUCTION AND PURPOSE
1.1 Background
Taylor County, Florida (the "County") is a rural coastal county located along the Gulf of Mexico in
North Central Florida. The County's diverse terrain — including salt marshes, freshwater wetlands,
river floodplains, and tidal areas — creates conditions conducive to significant mosquito breeding.
Effective mosquito control is essential to protecting public health, reducing the risk of mosquito-
borne diseases (including Eastern Equine Encephalitis, West Nile Virus, and other arboviruses),
and maintaining quality of life for County residents and visitors.
The Taylor County Mosquito Control program currently operates as a department under the Board
of County Commissioners (BOCC). The County is seeking qualified contractors to provide
comprehensive integrated mosquito management (IMM) services under the oversight of the
County's designated Environmental Services Director.
1.2 Purpose
The purpose of this Request for Proposals (RFP) is to solicit competitive proposals from qualified
firms or individuals to provide mosquito control services for Taylor County for a term of one (1) year,
with mutual options to renew for up to two (2) additional one-year terms, subject to annual
appropriation and satisfactory performance. Services to be covered under this contract include:
• Adulticiding (ground-based and/or aerial application)
• Larviciding
• Mosquito surveillance and population monitoring
• Public education and outreach
1.3 Procurement Authority
This procurement is conducted pursuant to the Taylor County Purchasing Policy, Florida Statutes
Chapter 287, and applicable provisions of the Florida Department of Agriculture and Consumer
Services (FDACS) mosquito control program regulations. The County reserves the right to reject
any and all proposals, to waive minor irregularities, and to accept the proposal deemed to be in the
best interest of the County.

SECTION 2 — SCOPE OF SERVICES
2.1 General Requirements
The Contractor shall provide comprehensive, integrated mosquito management (IMM) services
countywide in Taylor County, Florida. All activities shall comply with:
• Florida Administrative Code Chapter 5E-13 (Mosquito Control)
• Florida Department of Agriculture and Consumer Services (FDACS) requirements
• All applicable EPA, FIFRA, and label requirements for pesticide application
• Florida Building Code and applicable OSHA standards
• All applicable federal, state, and local laws and ordinances
The Contractor shall employ, or have on staff, at minimum one (1) certified Public Health Pest
Control Director licensed by the Florida Department of Agriculture and Consumer Services
(FDACS) under Chapter 388, Florida Statutes.
2.2 Adulticiding Services
The Contractor shall provide adult mosquito control treatments using EPA-registered adulticides
applied in accordance with label directions and IMM principles.
Ground-Based Adulticiding
• Conduct truck-mounted Ultra-Low Volume (ULV) and/or thermal fogging treatments
throughout the County's road network and designated public areas
• Respond to service requests within twenty-four (24) hours under normal conditions; within
four (4) hours under emergency/public health event conditions
• Maintain adequate equipment, vehicle, and chemical inventory to treat the entire County
within a 72-hour operational window when conditions warrant
• Submit treatment logs identifying date, time, location(s), product(s) used, application rate,
equipment calibration records, and weather conditions
Aerial Adulticiding (if applicable)
• Provide or subcontract certified aerial application services for large-scale or access-
restricted treatment areas as needed
• All aerial applications must comply with FAA regulations and FDACS requirements
• Notify the County and affected landowners/agencies at least 24 hours prior to aerial
operations
2.3 Larviciding Services
The Contractor shall conduct larvicide treatments targeting mosquito breeding sources throughout
the County.
• Conduct routine larval source surveys and treatment of identified breeding sites, including
storm water infrastructure, roadside ditches, retention areas, tidal marshes, and other
standing water

• Use FDACS and EPA-registered larvicides including, as appropriate: Bacillus thuringiensis
israelensis (Bti), Bacillus sphaericus, methoprene, and spinosad products
• Apply Gambusia affinis (mosquitofish) stocking in permanent water bodies where
biologically appropriate, in coordination with FDACS and Florida Fish and Wildlife
Conservation Commission (FWC) requirements
• Maintain source reduction records documenting location, treatment product, application rate,
and acreage or linear footage treated
• Respond to larval source treatment requests within forty-eight (48) hours of complaint or
identification
2.4 Surveillance and Monitoring
The Contractor shall establish and maintain a countywide mosquito surveillance program to support
data-driven treatment decisions.
• Install, maintain, and monitor a network of at minimum two (2) CO2-baited light traps (CDC-
style) at locations approved by the County, with traps operated on a weekly schedule during
the active mosquito season (April through November, unless weather stays warm) and bi-
weekly during the off-season, if warranted by weather, calls and landing counts.
• Conduct landing rate counts at a minimum of three (3) sentinel sites per week during active
season
• Collect, identify, and report mosquito species and counts from trap collections
• Participate in the FDACS and Florida Department of Health arboviral surveillance program;
submit pooled mosquito samples for virus testing as directed
• Maintain and report sentinel chicken flock data if the County maintains sentinel flocks, or
coordinate with the Florida Department of Health in Taylor County on arboviral monitoring
• Provide weekly surveillance summary reports to the Environmental Services Director
during active season
2.5 Public Education and Outreach
The Contractor shall support the County's mosquito education and community outreach efforts.
• Develop and distribute educational materials (print and/or digital) promoting the "5 Ds" of
mosquito prevention and source reduction by homeowners.
• Respond to public inquiries and service requests courteously and promptly; maintain a
dedicated point of contact for residents upon County request.
• Participate in at minimum two (2) public outreach events per year (e.g., health fairs,
community meetings, school programs) upon County request.
• Provide content for the County website and/or social media regarding treatment schedules,
public health advisories, and mosquito prevention tips.
2.6 Reporting Requirements
The Contractor shall provide the following reports to the Environmental Services Director:
• Weekly field operations summary (treatment locations, products, quantities, weather)
• Weekly surveillance summary during active season
• Monthly program report summarizing all activities, expenditures, and trap data
