1. Objective
The objective of this Request for Qualifications (RFQ) is to solicit contractors interested
in prequalifying to bid on the above-referenced project at the Raleigh-Durham International
Airport.
2. Purpose
The purpose of these prequalification procedures is to describe the manner in which the
Raleigh-Durham Airport Authority shall pre-qualify Prime Contractors as eligible to bid
on the Project. No bid shall be accepted by the Raleigh-Durham Airport Authority for the
Project unless the Prime Contractor submitting such bid has been pre-qualified in
accordance with these procedures.
3. General
Pursuant to North Carolina G.S. 143-135.8(b)(2), it is the policy of the Raleigh-Durham
Airport Authority ("Authority") to prequalify prospective Prime Contractors for selected
construction projects to be performed at the Raleigh-Durham International Airport.
Accordingly, the procedures described herein reflect the requirements of RDUAA Policy
4000-1.0v3, "Prequalification of Bidders for Construction or Repair Projects".
Any contractor wishing to bid for the work for the project referenced above must submit a
Prequalification Form for Prime Contractor (Attachment A) and be approved by the
Authority prior to bidding.
This project will be bid as a single prime construction contract. Bids for the Project will
only be accepted from prequalified contractors. Joint Ventures (team arrangements) are not
permitted under this solicitation.
4. Definitions
"Applicant" means any prospective Prime Contractor submitting a Statement of
Qualifications.
"Project" shall mean the Raleigh-Durham Airport Authority project entitled:

"Prime Contractor" means any person, firm or corporation who intends to provide a bid to
furnish labor and materials under a contract with Raleigh-Durham Airport Authority for
the construction of the Project.
5. Project Description and Schedule
The Raleigh-Durham International Airport (RDU) is located approximately 10 miles west
of downtown Raleigh, 14 miles east of downtown Durham and northeast of the intersection
of Interstate 40 and Interstate 540 in Wake County, North Carolina. The airport can be
accessed from Interstate 40 via two minor arterial roadways, Airport Boulevard and
Aviation Parkway, from U.S. 70, and from the constructed portion of Raleigh's outer loop
Interstate 540. The airport is owned and operated by the Raleigh-Durham Airport
Authority.

Description:
The scope of work includes complete full-depth concrete reconstruction of Taxiway J
(Juliet), excluding the existing taxiway bridge pavement, along with reconstruction and
widening of the asphalt shoulders and associated edge lighting infrastructure. The project
also includes replacement of the taxiway centerline lighting system, except within the
limits of the existing taxiway bridge, replacement of in-pavement weather sensors and the
remote processing unit, and tree clearing within the project limits.
Due to requirements and limitations associated with airport operations and ongoing
construction activities, certain elements of the work in this contract will be performed
during nighttime and/or weekend hours.
The contract will specify completion of work in phases with various durations.
Additionally, all construction activities will be closely coordinated with operations of the
airport.
The Project Engineer is the firm of Jacobs Engineering Group (the "Engineer"). The
Engineer will make available project plans and specifications on or about September 26,
2026. The documents, along with any addenda will be posted and available for download
from the Authority's website on the Business Opportunities page at:

Schedule:
Receipt of bids will occur on or about: November 12, 2026;
Contract(s) will be awarded on or about: January, 21, 2027;
Work will start on or about: March, 2027.

Completed applications must be received no later than 2:00 p.m. local time on August 10,
2026.
The contract for the project will be awarded to one pre-qualified Prime Contractor capable
of executing the work.
6. Estimated Cost of Construction and Funding
The estimated construction cost for the project is:
Fourteen million dollars ($14,000,000)
Funding for the project includes grants from the Federal Aviation Administration and
possibly the State of North Carolina Department of Transportation, the requirements of
which will be incorporated in the plans and specification for the work.
7. Type of Contract
The Raleigh-Durham Airport Authority will award a unit-priced contract resulting from
this solicitation. The contract will be between Raleigh-Durham Airport Authority and the
successful Prime Contractor.
8. Instructions to Applicants
a. A contractor who seeks to be prequalified for the Project shall submit a completed
"Prequalification Form for Prime Contractor" application to the Raleigh-Durham
Airport Authority.
Refer to Attachment A - Prequalification Form for Prime Contractor for details of
the required information.
The pre-qualification the Application shall be submitted to the individual as listed on
Attachment A at the email provided. Alternatively, a hard copy of the Pre-qualification
Form may be submitted at the addresses below:

The Authority reserves the right to reject any Applications received after the due date and
time and to disqualify any prospective Contractor whose submittal is late, incomplete, or
otherwise non-responsive. It is the sole responsibility of the Applicant to ensure its

response to this Request for Qualifications is received by the Raleigh-Durham Airport
Authority prior to the due date and time.
b. General Contractors who submit Applications that are incomplete, at the discretion of
Raleigh-Durham Airport Authority, may or may not be considered for prequalification.
Raleigh-Durham Airport Authority reserves the right to waive any minor informalities
or irregularities, to request additional information from an Applicant, or to reject any
and all Applications.
d. Applicants are directed specifically to provide only information requested in each of
the qualification documents. Corporate brochures or marketing information not
intended to address specific questions should not be submitted.
e. The Authority reserves the right to reject any and all Applications received.
f. Evaluation of the Applications for prequalification shall be made by employees of
and/or representatives of the Raleigh-Durham Airport Authority, the pre-qualification
team.
g. A determination concerning the qualification of a General Contractor to submit a
proposal on the Project is applicable to this Project only.
h. The Raleigh-Durham Airport Authority shall not be responsible in any manner for any
cost or expenses associated with the preparation or submission of Applications.
i. Upon receipt by the Raleigh-Durham Airport Authority, the Applications submitted
shall become the property of the Raleigh-Durham Airport Authority. Financial
information shall be deemed confidential if so noted by the applicant.
9. Evaluation of Applications for Prequalification
The Raleigh-Durham Airport Authority shall evaluate each Application and determine
whether the Applicant is qualified to submit a bid on the Project based on the information
contained in the Application, or any supplemental information acquired by the Raleigh-
Durham Airport Authority from the Applicant, or any other relevant information known to
the Raleigh-Durham Airport Authority. In order to be considered for qualification, the
Applicant must:
* Meet the requirements of Chapter 87 of the General Statutes of North
Carolina (North Carolina Licensing Requirements) which requires an
existing North Carolina General Contractors license or a commitment to
have such license at the time of bid; and

Applicants must show proof of current available bonding capacity of at least twenty
million dollars ($20,000,000) for a single project.
Other criteria to be used in determining whether the Applicant is qualified shall include:
a. The capability of the Applicant to perform the work based on:
* Experience and success with projects of similar size and scope, particularly
those in an airport or air base environment,
* Experience and demonstrated technical competency of key members of the
Applicant's staff who will be assigned to the project
* Current workload
* Firm organization, background and resources
* Financial stability
* Reputation for timely, high quality and workmanlike completion of prior
contracts based upon references from owners, architects, engineers, general
contractors and subcontractors on previous projects.
* Past claims, judgments, failure to complete work awarded, litigation history
and willingness to reach resolution on difficult matters.
* Contractor's adherence to contract schedules, including the administrative
aspects of performance and subcontractor management, safety management
and quality control programs.
* Contractor's reputation for reasonable and cooperative behavior and
commitment to customer satisfaction.
* The Applicant's proven adherence to the applicable goals of related Small
Business (SB) Disadvantaged Business Enterprise (DBE) Programs.
10. Notification of Applicants
a. Applicants will be notified of their eligibility for bidding prior to, or simultaneously
with, the Project being released for bidding.
b. A list of Contractors qualified to submit proposals on the Project will be made available
by the Raleigh-Durham Airport Authority prior to, or simultaneously with, the Project
being released for bid, and will appear in the bid documents.

11. Questions
All questions regarding the prequalification documents or the Project must be submitted in
writing to Cheri Baxter, Sr. Contracts Administrator at Cheri.Baxter@rdu.com by 2:00
p.m. local time on July 13, 2026.
All questions and responses shall be posted on or about July, 27, 2026 on the Authority's
website on the Business Opportunities page at:
https://www.rdu.com/do-business-with-rdu/business-opportunities/
and will not be available through other means or sources. The Raleigh-Durham Airport
Authority will not be responsible for any answers other than those issued in the form
described above.
12.Prequalification Conference
A prequalification conference is scheduled for June 29, 2026 at 3:00 PM, located
in Conference Room 100 of the Authority's Administration Building, RDU Center,
1000 Trade Drive, RDU Airport, NC. The purpose of this conference is to inform
Applicants of the requirements for prequalification, project scope, and the SB/DBE
requirements of the project.
