Summary

The City of Richmond, Department of Finance is soliciting proposals for the development of an implementation plan for a new real estate tax deferral program which will launch in January 2028.



Background

On June 8, 2026, the Richmond City Council adopted Ordinance No. 2025-282, amending Chapter 26, Article V, Division 2 of the City Code by adding Section 26-370. The ordinance establishes a real estate tax deferral program for qualified owner-occupied residential properties, authorized under Code of Virginia § 58.1-3219 et seq., effective for tax years commencing on or after January 1, 2028
