Description:

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain the services of qualified consultants to establish one (1) or more fixed-fee, open-ended contracts for sidewalk and trail design services on an “as needed” basis. Contracts will be awarded for an initial term of one (1) year, with the option for up to three (3) one (1)-year renewals. The number of contracts awarded will depend on the number and quality of the proposals received, with a maximum of two (2) contracts.

Sidewalk and trail design services includes, but is not limited to, the design of new sidewalks and trails, curb ramp additions and/or modifications, signage and striping additions and/or modifications, maintenance of traffic plans, and/or any other improvements to enhance pedestrian and bicycle connectivity and/or safety. Projects may include gap infill between existing sidewalk and trail segments, as well as at-grade or overhead structural components.

To be eligible for consideration under this RFP, offerors must demonstrate successful experience in providing sidewalk and trail design services for projects comparable to those included in the Loudoun County Capital Improvement Program (CIP). The CIP is part of the Adopted Loudoun County Budget for each fiscal year. The Adopted Loudoun County Budget can be accessed on the County’s website under Government > Departments & Offices > Management & Budget.

A County Purchase Order will be issued for each task prior to the start of work. Consultants will normally be selected on a rotating basis for individual tasks within each service group; however, the County, at its sole discretion, reserves the right to select consultants out of rotation when deemed to be in the best interests of the County.
