  16. Description: One, clean, approved, U.S. or foreign flag, double-hull tanker, with an Inert Gas System and Segregated Ballast Tanks that is capable of carrying a minimum of 270,000 bbls of clean product (intentions F76) within vessel’s natural segregation in designated cargo tanks with double valve isolation.

  17. Place of Contract Performance: The intended loading port/place is St. Theodore, Greece (MOH Terminal); and the intended discharging ports/places are Diego Garcia (DLA Fuel Pier), Salalah, Oman (MENA Petroleum Terminal), Fujairah, UAE (EPPCO/Horizon Terminal), and Jebel Ali, UAE (SEOT Terminal). The laydays commence 03 April and cancel 04 April 2026, and the period of performance is one voyage.

  18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The Director of Small Business Programs has concurred with this decision.
