  16. Description: One, clean, approved, U.S. or foreign flag, double-hull tanker, with an inert gas system and segregated ballast tanks that is capable of carrying a minimum of 310,000 bbls of clean product (intentions JA1) within vessel’s natural segregation in designated cargo tanks with double valve isolation.

  17. Place of Contract Performance: The intended loading port(s)/place(s) is Sitra, Bahrain (BAPCO Terminal); and the intended discharging port(s)/place(s) is Mesaieed, Qatar (QATEX Limited Terminal). The laydays will commence 10 September and cancel 11 September 2025, and the period of performance will be one voyage.

  18. Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The MSC Deputy Director of Small Business Programs has concurred with this decision.
