WINSTON-SALEM / FORSYTH COUNTY UTILITIES

Pursuant to N.C.G.S. 143-129 sealed proposals endorsed “Tanglewood Business Park Gravity

Outfall, FB26151” will be received by the City/County Purchasing Department in Room 16

of City Hall Building, 101 N. Main Street, Winston-Salem, NC until February 24, 2026 at

2:00 PM EST, when all bids will be publicly opened and read aloud. Consideration will

be given only to Contractors who submit evidence that they are properly licensed as required

by Chapter 87 of the North Carolina General Statutes to bid and perform the work described

herein as the general contractor and must have proper licenses under the state laws governing

their respective trades at the time of the bid opening. The City reserves the right to waive any

informalities in the bidding and to reject any or all bid proposals.

A Pre-Bid Conference will be held at the time and location listed in the Pre-bid Notice. Prospective

bidders are encouraged to attend this conference.

The scope of work to be performed under these Contract Documents is generally described as

follows:

Construction of approximately 2,200 LF of 8-inch gravity sanitary sewer line,

approximately 1,900 LF of 12-inch gravity sanitary sewer and 21 sanitary sewer manholes

with two (2) stream crossings, erosion and sediment control, and other related

appurtenances.

Prime Contractors may obtain electronic Plans and Specifications after February 2, 2026 by

only be received if the interested party consents to having its contact information added to a list of

plan holders.

The City reserves the right to reject all bids or any portion of any bid they deem necessary for the

best interest of the City, to accept any item or group of items unless qualified by the bidder, to

acquire additional quantities at prices quoted on the Bid Form.

Compliance with the City of Winston-Salem’s Minority and Women Business Enterprise program

is required on this project. Please refer to the Special Instructions to Bidders contained in the

Bidding Documents. It is MANDATORY that a completed and signed copy of the

Identification of Minority Participation, and Affidavit "A", Listing of Good Faith Efforts,

be completed, signed and attached to the bidder's proposal.
