TANF Summer Youth Employment Program for 2026

LEGAL NOTICE OF SOLICITATION

Ashtabula County Job & Family Services (ACJFS) announces the availability of Temporary Assistance for Needy Families (TANF) funding to support a TANF Summer Youth Employment Program for 2026.

ACJFS will determine eligibility and refer participants to the Provider(s) awarded a contract through this process. The Provider(s) is responsible for developing safe and supervised job sites appropriate for the referred youth. The Provider(s) is responsible for all activities related to the youth’s employment including but not limited to: enrollment with the employer; transportation to and from worksite; time, attendance and record keeping; payroll and related functions.

This program will commence no sooner than May 1, 2026, and operate through September 30, 2026.

Proposal packets will be available March 23, 2026, and may be obtained by calling Renee Dragon at 440-994-1266.

A pre-proposal conference will be held April 3, 2026, at 10:00 a.m. at ACJFS: 2924 Donahoe Dr., Ashtabula, Ohio 44004.

Proposal information may also be obtained via the internet site at www.ashtabulacounty.us/bids under Bid Opportunities.

Proposals are to be submitted in the required format to the Board of Ashtabula County Commissioners, 25 West Jefferson Street, Jefferson, Ohio 44047-1092, attention Lisa Hawkins.   The deadline for submitting proposals is April 10, 2026, at 2:00 p.m.

The Ashtabula County Board of Commissioners (the “Board”) reserves the right to waive any and all informalities and the right to reject any and all proposals.  The Board has the sole discretion to determine the proposal (s) that is most advantageous to the County.
