The City of Elberton is seeking competitive bids for furnishing all materials, labor, tools, equipment, and appurtenances necessary for milling and asphalt paving on eleven City streets totaling 3.43 miles, and resurfacing three public parking lots. Services must conform to Georgia DOT Standard Specifications for Construction of Transportation Systems, 2021 edition, and any amendments thereto.
Sealed Bids will be received by the Owner at the City of Elberton Municipal Building, 203 Elbert Street, Elberton, Georgia, until 2:00 p.m., local time, on Thursday, July 23, 2026 and then at said office publicly opened and read aloud.

The City of Elberton is seeking competitive bids for asphalt milling, resurfacing and
striping services as specified on the enclosed bid summary sheet. Services must
conform to Georgia DOT Standard Specifications for Construction of Transportation
Systems, 2021 edition and any amendments thereto.
Sealed bids will be received by the City Clerk of the City of Elberton until 2:00 pm local
time on the date above at which time they will be publicly opened and read aloud. The
bid opening will begin promptly at the appointed time at City Hall located at 203 Elbert
Street. No bids may be submitted after the bid opening begins. The bidder is solely
responsible for submission of his bid.

Only digital versions are available. Deadline for questions is Thursday, July 16, 2026.
No bid may be withdrawn for a period of sixty (60) calendar days after the bid opening.

2026 T-SPLOST Paving

Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances
necessary for milling and asphalt paving on eleven City streets totaling 3.43 miles, and
resurfacing three public parking lots will be received by the Owner at the City of Elberton
Municipal Building, 203 Elbert Street, Elberton, Georgia, until 2:00 p.m., local time, on
Thursday, July 23, 2026 and then at said office publicly opened and read aloud.
The Project consists of the following major elements. Note asphalt mix shall be Type 1,
with Lime.
1. Milling and asphalt paving on Lake Forest Drive from South Oliver Street to Jones Street
(5,170 LF). The work shall include asphalt milling, removal and disposal to a depth of 1.5",
and 1.5" of new 9.5 mm asphalt resurfacing with normal crown section to provide 2% positive
drainage from centerline to gutter line. Existing asphalt to be removed from gutter line. Mill
through cross street intersections. Replace three stop bars (24" thermoplastic), and double
yellow (5" paint) centerline striping. No edge striping required. Replace one speed table in
accordance with attached detail, including striping.
2. Asphalt paving on Brookside Drive from Heard Drive to Cardinal Drive (1,630 LF). The work
shall include a 1.0" structural course of Permaflex/OGI pavement, followed by 1.0" surface
course of 9.5 mm asphalt resurfacing with normal crown section to provide 2% positive
drainage from centerline to edge of pavement. Replace one stop bar (24" thermoplastic),
double yellow (5" paint) centerline striping, and white edge striping (5" paint).
3. Milling and asphalt paving on Edwards Street from South Tusten Street to Springdale Road
(870 LF). The work shall include asphalt milling, removal and disposal to a depth of 1.5" using
special care to retain existing granite curb, and 1.5" of new 9.5 mm asphalt resurfacing with
normal crown section to provide 2% positive drainage from centerline to gutter line. Replace
two stop bars (24" thermoplastic), and double yellow (5" paint) centerline striping. No edge
striping required.
4. Johnson Drive @ Athens Tech Road Structural Repairs and Resurfacing: (1) Sawcut and
remove existing damaged concrete pavement for a distance of 80' on Johnson Drive (290
SY), from the edge of pavement on Athens Tech Road east (To be marked by City). Prepare
and compact subgrade and place 6" of 19 mm asphalt paving/binder to replace the concrete
pavement removed. (2) Sawcut and remove a 20' section of damaged concrete pavement
on Johnson Drive (50 SY), east of the first entrance to Elbert County Elementary School where
the existing concrete pavement meets asphalt (to be marked by City). Prepare and compact
subgrade and place 6" of 19 mm asphalt paving/binder to replace the concrete pavement
removed. (3) Apply tack coat, place and compact 1.5 inches of 9.5 mm asphalt paving over
the repaired areas and existing concrete paving, from Athens Tech Road to the existing
asphalt pavement joint east of the school entrance (355 LF). Mill Asphalt Pavement to
provide flush joints at Athens Tech Road, the Johnson Drive tie in, and the Elementary School
entrance. Replace white (5" paint) edge striping, double yellow (5" paint) centerline striping,
and 24" thermoplastic stop bar on Johnson Drive at Athens Tech Road. (4) All work on
Johnson Drive must be completed on weekends (Saturday or Sunday), when school is not
in session. Structural repairs and final resurfacing can be completed in consecutive
weekends, or during the same weekend.
5. Milling and asphalt paving on Worley Street from College Avenue (SR 72) to West Railroad
Street (385 LF). The work shall include asphalt milling, removal and disposal to a depth of
2.0", and 2.0" of new 12.5 mm asphalt resurfacing with normal crown section to provide 2%
positive drainage from centerline to edge of pavement. Replace one stop bar at West
Railroad Street intersection (24" thermoplastic), and double yellow (5" paint) centerline
striping. No edge striping required. Start milling at existing asphalt joint north of College
Avenue (SR 72). No work to be performed within GaDOT Right-of-Way.
6. Milling and asphalt paving on McGinty Street (340 LF) from College Avenue (SR 72) to West
Railroad Street (340 LF). The work shall include asphalt milling, removal and disposal to a
depth of 2.0", and 2.0" of new 12.5 mm asphalt resurfacing with normal crown section to
provide 2% positive drainage from centerline to edge of pavement. Replace one stop bar at
West Railroad Street intersection (24" thermoplastic), and double yellow (5" paint) centerline
striping. No edge striping required. Start milling at existing asphalt joint north of College
Avenue (SR 72). No work to be performed within GaDOT Right-of-Way.
7. Milling and asphalt paving on Lake Forest Circle from Lake Forest Drive to Lake Forest Drive
(1,650 LF). The work shall include asphalt milling to a depth of 1.5", and 1.5" of new 9.5 mm
asphalt resurfacing with normal crown section to provide 2% positive drainage from
centerline to gutter line and/or edge of pavement. Replace one stop bar (24" thermoplastic),
white (5" paint) edge striping, and double yellow (5" paint) centerline striping. Remove and
replace one speed table in accordance with attached detail, including paint and traffic
striping.
8. Milling and asphalt paving on South McIntosh (2,830 LF) from East Church Street south to
Dead End. The work shall include asphalt milling, removal and disposal to a depth of 1.5"
using special care to retain existing granite curb, and 1.5" of new 9.5 mm asphalt resurfacing
with normal crown section to provide 2% positive drainage from centerline to gutter line.
Replace three stop bars (24" thermoplastic), and double yellow (5" paint) centerline striping.
No edge striping required.
9. Milling and asphalt paving on East Church Street (3,850 LF) from South Tusten Street to
Elbert Street (SR 17/72). The work shall include asphalt milling, removal and disposal to a
depth of 1.5", and 1.5" of new 9.5 mm asphalt resurfacing with normal crown section to
provide 2% positive drainage from centerline to gutter line and/or edge of pavement. Existing
asphalt to be removed from gutter line. Replace two stop bars (24" thermoplastic), double
yellow (5" paint) centerline striping, and white (5" paint) edge striping to match existing
conditions.
10. Patching and Asphalt paving on Grogan Circle (650 LF). The work shall include milling and
deep patching (4" depth) as directed by the City, and 1.25" of new 9.5 mm asphalt resurfacing.
Replace one stop bar (24" thermoplastic), double yellow (5" paint) centerline striping, and
white edge line striping (5" paint).
11. Asphalt milling, resurfacing and restriping of Downtown Public Parking Lot (Swift Lot)
located between Elbert Street and Heard Street, located behind McIntosh Coffee Shop and
adjacent to 115 Heard Street. The work shall include asphalt milling, removal and disposal
to a depth of 1.5", placement and compaction of 1.5" of new 9.5 mm asphalt resurfacing, and
restriping of parking lot to match existing conditions including handicap spaces.
12. Patch, crack seal, seal coat, and restripe Elbert Theatre Parking Lot located at 100 South
Oliver Street. The work shall include surface cleaning and preparation, milling and deep
patching of areas identified by City staff, crack sealing, application of polymer-modified
asphalt emulsion sealer (Sealmaster PMM Ultra or approved equal), and restriping of parking
lot to match existing conditions including handicap spaces.
13. Patch, crack seal, seal coat, and restripe Blackwell Cultural Center Parking Lot located at 375
Mill Street. The work shall include surface cleaning and preparation, milling and deep
patching of areas identified by City staff, crack sealing, application of polymer-modified
asphalt emulsion sealer (Sealmaster PMM Ultra or approved equal), and restriping of parking
lot to match existing conditions including handicap spaces. Contractor to remove, repaint,
and replace concrete wheel stops to match existing conditions.
14. Milling and asphalt paving on Martin Luther King Jr Boulevard (360 LF) from Heard Street to
south of Elbert Street (SR 17/72). The work shall include asphalt milling to a depth of 1.5",
and 1.5" of new 9.5 mm asphalt paving with normal crown section to provide 2% positive
drainage from centerline to gutter line. Contractor shall begin milling operations south of
the existing signal loops, to avoid impacts to signal operations. Replace stop bar and add
pedestrian crosswalk at Heard Street intersection (White Thermoplastic). Replace double
yellow (5" thermoplastic) centerline striping, white edge line striping (5" thermoplastic), and
traffic marking arrows (thermoplastic) to match existing conditions.
15. Milling and asphalt paving on Burke Street (1,250 LF) from Almond Street to Dead End. The
work shall include asphalt milling, removal and disposal to a depth of 1.5", and 1.5" of new
9.5 mm asphalt resurfacing with normal crown section to provide 2% positive drainage from
centerline to gutter line. Replace one stop bar (24" thermoplastic), and double yellow (5"
paint) centerline striping. No edge striping required. Remove and re-install two sets of
rubber speed bumps.
All work shall be completed in accordance with Plans, Special Provisions, and the latest
edition of the Georgia Department of Transportation Standard Specifications, applicable
Supplemental Specifications, and the latest edition of the Manual on Uniform Traffic
Control Devices (MUTCD).
The work will be awarded in one Contract, subject to total available funding of $1,400,000.
The City reserves the right to reduce the project scope of work to limit total expenses to
$1,400,000.

Payments, Applications for Payment, Certificates for Payment, and retainage shall be in
accordance with the provisions of the Contract Documents.
The successful Bidder for this Contract will be required to furnish a satisfactory
Performance Bond and Payment Bond each in the amount of 100 Percent (100%) of the
total bid amount.
The Owner reserves the right to reject any or all Bids, to waive informalities and to
readvertise.
