Part I Proposal Requirements
Section IA General Information
1. Introduction The purpose of this RFP is to solicit proposals from qualified firms to provide professional
IT/ITS (Intelligent Transportation Systems) technical services supporting the SystemWide
Signal Enhancement project (PRJ0001585/CRP310722). All proposers must be registered
with MRSC Rosters prior to proposal submission.
This is a federally funded contract and therefore proposers must be actively registered in
the System for Award Management (SAM) at the time of proposal submission and again at
contract award, per FAR 52.204-7 and must maintain registration in SAM during contract
performance, per FAR 52.204-13. The consultant must provide evidence of SAM registration
under federal funding guidelines.
Clark County (WA) contracts with the Municipal Research and Service Center (MRSC) to
maintain our Consultant, Small Works and Vendor Rosters. To be eligible to participate in this
Clark County public solicitation and the resulting contract your business must be registered
with the MRSC Rosters. Failure to register may result in your proposal being marked

Clark County has made this Request for Proposal subject to Washington State statute RCW
39.34 Interlocal Cooperation Act. The proposer may opt to extend identical services and prices
to qualified public agencies. Each contract is between the proposer and individual agency
binding only their agency, with no liability to Clark County.
2. Background Clark County maintains a network of signalized intersections that require modernization to
increase reliability, system performance, and operational efficiency. This project is intended to
enhance signal systems, improve communication reliability, and support the County's long term
Intelligent Transportation Systems (ITS) goals.

3. Scope of Project Clark County seeks consultant services to support documentation and implementation support
for the creation of a set of customizable dashboards that can be shared with multiple internal
and external users which will report in near-real-time data coming in from controllers around the
county.
4. Project Funding This project is federally funded by the Federal Highway Administration (FHWA). SAM
registration is required (see Section IB.1 for additional information).

7. Employment The Proposer, if awarded the Contract, shall register and enter into a Memorandum of
Verification Understanding (MOU) with the Department of Homeland Security E-Verify program before
execution of the Contract. The Contractor shall ensure all Contractor employees and any sub-
contractor(s) assigned to perform work under this Agreement are eligible to work in the United
States. The Contractor shall provide verification of compliance upon County request. Failure by
Contractor to comply with this subsection shall be considered a material breach.

Section IB Work Requirements
1. Required Services This is a federally funded contract and therefore registration in the federal System for Award
Management (SAM) is required. SAM registration supports standardized vendor identification,
eligibility verification, EFT arrangements, and compliance with federal acquisition regulations.
Common exclusions (e.g., micro-purchases, classified contracts) do not apply to this RFP and
your proposal will not be considered.
Proposers must be actively registered in SAM at the time of proposal submission and again
at contract award, per FAR 52.204-7 and must maintain registration in SAM during contract
performance, per FAR 52.204-13. See these provisions for additional information and
instructions. Offerors must provide a unique entity identifier (UEI) or Commercial and
Government Entity (CAGE) code to allow verification of registration. Processing time should be
considered when registering; offerors not registered in SAM should consider applying for
registration immediately upon receipt of this solicitation. (See https://www.sam.gov information
on registration.) Proposals submitted from firms not currently registered in SAM will not
be considered.

2. County Performed The culmination of the Signal Timing Evaluation Verification Enhancement Phase 2.0 (STEVE2)
Work project (final deliverable) established the base foundations/assumptions that will be used for
this, but no other dashboard oriented work has been done by the county for this project.

This project seeks an IT firm capable of ingesting, normalizing, and preparing data streams from
a wide range of traffic and signal devices deployed throughout the County, including Cubic and
Wavetronix units, and delivering those data into a configurable, near-real-time dashboarding
platform. The selected solution must support raw data access, high-resolution local and
cloud-based storage, searchable and exportable signal event data, full configuration visibility,
and robust metric reporting across the County's required Measures of Effectiveness. The
system must provide the following same/similar capabilities:
* advanced analytics such as Purdue-based reporting,
* turning movement counts,
* approach-level performance metrics,
* automated insights,
* self-monitoring functions, and alerting based on maintenance, operational,
configuration, and performance anomalies.

Additional capabilities we'd like to see include support for raw detector metrics, automatic

stakeholders. The overarching goal is to equip the County with proactive, actionable visibility
into traffic conditions and signal performance, enabling early detection and response to issues
before they develop into operational problems.

Clark County reserves the right to extend the contract resulting from this RFP for a period of

the exception of cost, by service of a written notice of its intention to do so prior to the contract
termination date. Cost for additional option year(s) shall be reviewed prior to extension of the
contract.
The county also reserves the right to terminate the contract, with thirty (30) days written notice,
at any time if the requirements of the contract are not being met satisfactorily, solely in the
county's judgment.
