Long Term Contract (LTC) Synopsis

NOTICE TYPE: Pre-Solicitation

TITLE: NSN for CH-47 Chinook Helicopter Weapon System, Sole Source, Long Term Contract, OEM The Boeing Company

This agency proposes to issue a solicitation against a long-term strategic/sole source contract, which will include one (1) National Stock Number (NSN) in support of the CH-47 Chinook helicopter weapon system. The NSN targeted to be added for this contract effort is NSN: 1615-01-112-5875; Part Number: 145D3102-9; NOUN: Cover Assy, Upper with the following specifications FSC: 1615; NAICS Code: 336413; Number of Employees: 1250; AMRC: 3P. The required Production Lead is 1050 days after contract award.

The proposed sole source action will be issued to Boeing Company, Contractor and Government Entity (CAGE) code 77272, and is intended to be on a sole source basis and supported by a Justification and Approval (J&A) memorandum, dated 12 May 2020, and IAW FAR 6.302-1(a)(2): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The acquisition is restricted to the only source of supply known to have the capability of furnishing the required logistics support – The Boeing Company. The Government anticipates purchasing the required sole source support from, but not limited to, the following Boeing commercial and Government Entity (CAGE) Codes: 0APX0, 0PXV4, 38YR6, 94756, 18441, 48BM4, 48LF5, 43999, 81205, 82918, 8V613, 76301 and 77272. Additional Boeing CAGEs may be added as additional requirements are added under the performance work statement. Boeing is a large business.

The proposed requirement will be for a total of ten (10) years:

Ordering Period 1: 17 September 2024 thru 31 December 2025

Ordering Period 2: 01 January 2026 thru 31 December 2026

Ordering Period 3: 01 January 2027 thru 31 December 2027

Ordering Period 4: 01 January 2028 thru 31 December 2028

Ordering Period 5: 01 January 2029 thru 31 December 2029

Ordering Period 6: 01 January 2030 thru 31 December 2030

Ordering Period 7: 01 January 2031 thru 31 December 2031

Ordering Period 8: 01 January 2032 thru 31 December 2032

Ordering Period 9: 01 January 2033 thru 31 December 2033

Ordering Period 10: 01 January 2034 thru 16 September 2034

The estimated annual demand is two (2) units each for a total of twenty (20). Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM.

This is proposed to be a FAR Part 15 effort. NSN 1615-01-112-5875 is the item that has been identified for this current action. If other NSN(s) are subsequently added, as defined by the terms of the contract, they will be synopsized separately.

This item shall be added to Boeing Captains of Industry (BCOI) LTC# SPRPA1-22-D-001U via its Chinook subsumable SPRPA1-24-D-003E. This BCOI LTC is a Firm Fixed Price Requirements contract awarded to Boeing Company CAGE Code 0PXV4 and in accordance with the originally approved J&A. However, the NSN identified here was not included in the list of original items synopsized for the effort.

The description of supplies/services required to meet the agency’s need include but not limited to performance-based supply chain management support, engineering support, repair

support, of aircraft and systems manufactured by The Boeing Company. As well as, Direct Material support, Performance Based Depot support, Engineering support, Integrated Logistics Support (ILS), and Repair of Repairables.
