Sealed proposals, addressed to the Greene County Highway Department, 2065 N. Clifton Ave., Springfield, Missouri 65803,
and endorsed "Proposal For Constructing Roadway Improvements to Farm Road 80, Greene County, Missouri,
Project # 23274, Bid #25-11123" will be received by Greene County Contract Administration Technician, Greene County,
Missouri until 2:00 P.M., Prevailing Local Time, August 25th, 2026, at the Greene County Highway Department, 2065
N. Clifton Avenue in Springfield, Missouri, and at that time will be publicly opened and read at the Greene Highway
Department Conference Room, 2065 N. Clifton Avenue, Springfield, Missouri.
The project consists of demolition of an existing bridge and the construction of a new single span prestressed
concrete spread box beam bridge with roadway work, paving, and any incidental work in accordance with the
plans and specifications. The project is located in Section 30, Township 30N, Range 24W, Greene County,
Missouri. The total length of improvements along the centerline of Farm Road 80 is approximately 682 feet.
All bidders must have a fully responsive contractor questionnaire on file with the Missouri Highways and Transportation
Commission (MHTC) at least seven (7) days prior to the bid opening date. All bids shall be submitted as a hard copy. The
Greene County Highway Department assumes no liability for mailed or shipped bids failing to arrive prior to the closing of
bids.
The Wage Rates applicable to this project have been predetermined as required by law and are set forth in the bid proposal.
When Federal wage rates are applicable and included, this contract is subject to the "Work Hours Act of 1962" (P.L. 87-581;
76 Stat. 357) and implementing regulations. By virtue of statutory authority, preference shall be given on other than Federal
Aid Projects to materials, products, supplies, provisions, and other articles produced, manufactured, made, or grown within
the State of Missouri where same are of a suitable character and can be obtained at reasonable market prices in the State,
are of a quality suited to the purpose intended and can be secured without additional cost over foreign products or products
of other states.
The Greene County Commission hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or
national origin in consideration for an award.
Bidders are informed that all contractors are subject to full compliance with all applicable laws, ordinances, rules and
regulations and the requirements of the Equal Opportunity Act as it is not the intent of the owner to arbitrarily dismiss any
authorities.
Plans and specifications may be obtained on a Thumb Drive for printing by the bidder from the Greene County Highway
Department, 2065 North Clifton, Springfield, MO 65803, telephone (417) 831-3591 upon check only payment of $25,
which is non-refundable. For a Thumb Drive of plans and specifications mailed to bidders, $25 will be added for postage
and handling. All checks for plans and specifications are to be made payable to Greene County Highway Department.
The shipping and handling fee will be waived if the prospective bidder emails/sends the Greene County Highway
Department a pre-paid shipping label from FedEx, UPS, or other delivery service. Bidder will be responsible for
scheduling the pickup date from shipping service. Note: The Greene County Highway Department assumes no liability for
ensuring that the documents mailed or shipped will arrive in time for bid preparation. All bidders must purchase plans
and documents through Greene County Highway Department to be on the plan holders list in order to bid the
project.
The character and amount of security to be furnished by bidders is stated in the contract documents mentioned above.
Proposals must be on forms provided and all unit price bids, extensions and total provided thereon shall be completed fully.
The right is reserved to reject any or all bids.
The contract will be awarded to the lowest, responsive, responsible bidder.
The DBE Goal for this project is 0%. The trainee goal for this project is 0 hours.
No bidder may withdraw their bid within 90 days after the actual date of the opening thereof.
