INVITATION TO BID
SEALED BIDS for construction of Mount Vernon Hickory Street Phase 3B, Sidewalk Improvement Project, TAP-
9900(761), Mount Vernon, Missouri will be received by the City of Mount Vernon, 109 N. Hickory Street., Mount
Vernon, Missouri 65712 until 10:00 a.m. prevailing local time, December 11, 2025, and then publicly opened and read
aloud at the City of Mount Vernon, 109 N. Hickory Street, Mount Vernon, Missouri 65712.
The proposed work includes: to construct approximately 1900 feet of 5-foot wide ADA and MoDOT compliant
sidewalks, crosswalks, and lighting. The proposed project begins at the intersection of Hickory Street and Dallas
Street where it connects to MoDOT ADA improvements constructed in 2016, tying the project to the Lawrence
County courthouse and city center. From this point the project continues south along both sides of Hickory Street
for approximately 950 feet. The project terminates at Cherry Street. The project will provide new ADA compliant
curb ramps, sidewalks, and crosswalks on both sides of Hickory Street.

Paper copies of bidding documents may be obtained from the office of OWN, Inc., 218 5th Street, Monett, Missouri 65708,
(417) 236-0112 upon payment of a non-refundable amount of $175.00. The successful bidder will be furnished with
three complete sets of plans and specifications. Additional sets will be sold to the contractor at cost.

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly
rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial
Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Mount Vernon hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged
individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications
for Highway Construction, 2023 Edition, including all revisions. The contractor questionnaire must be on file 7 days
prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA
construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be
completed by their on-site employees within sixty (60) days of beginning work on the construction project.
The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to waive any
informalities or minor defects or to reject any or all bids and to re-advertise and to rebid. All materials for the project
shall be tax exempt.
Each Bidder must deposit with his/her bid, security in the amount of five percent (5%) of his/her base bid which is
subject to conditions provided in the Instructions to Bidders.
The DBE Goal for this project is 0 %.
No 2nd tier subcontracting will be allowed on this project.
No Bidder may withdraw his bid within thirty (30) consecutive calendar days after the actual date of the opening thereof.
