1. INTRODUCTION
Lifesharing is soliciting quotations for Normothermic Regional Perfusion (NRP) Surgical and Perfusion
Coverage Services. Lifesharing seeks qualified organizations capable of providing comprehensive surgical
recovery and Normothermic Regional Perfusion (NRP) services to support donation after circulatory death
(DCD) organ donation, strengthen operational readiness, and ensure compliance with all applicable federal
and state regulations.
2. REQUEST OVERVIEW
2.1. PROJECT GOALS
UC San Diego Health (UCSDH), acting through its Lifesharing Department, is facilitating this public Request
for Quotation on behalf of Lifesharing for the acquisition of NRP surgical and perfusion coverage services.
UCSDH is serving in a procurement and contracting capacity only, while Lifesharing will be the operational
end user of all contracted services. The purpose of this RFQ is to identify qualified vendors capable of
providing these services to support Lifesharing’s mission and regulatory obligations as the designated
Organ Procurement Organization for the region.”
The goal of this engagement is to establish a reliable, high performing NRP surgical and perfusion support
network that:
• Expands Lifesharing’s NRP capabilities
• Supports excellence in regulatory compliance
• Improves operational performance and quality outcomes
• Enhances long term financial viability across organ and tissue programs
UC San Diego Health reserves the right to award all, part or none of the item(s) covered by this RFQ and
to contract in the best interests of UC San Diego Health.
Vendors are advised that University will not guarantee any minimum utilization or expenditures with any
vendor during the proposed contract period.
2.2. CURRENT ENVIRONMENT
Lifesharing currently utilizes a contracted Recovery Surgeon Network for standard organ recovery. For
NRP procedures, Lifesharing relies on outside transplant centers to provide cannulation, circuit initiation,
and perfusion management. This dependency limits availability, creates scheduling challenges, and
affects Lifesharing’s ability to expand NRP case coverage.
Lifesharing anticipates approximately 100 DCD cases annually, including an estimated 40 dry runs. This
RFQ supports strategic initiatives focused on regulatory excellence, quality outcomes, and financial
sustainability while proactively expanding Lifesharing’s operational readiness for NRP.
The current donor service area includes all hospitals in San Diego and Imperial Counties.

2.3. REQUESTED INFORMATION
2.3.1. SCOPE OF SERVICES
Lifesharing is issuing this Request for Quotation (RFQ) for NRP Surgical and Perfusion Coverage Services.
Only proposals that include both surgical and perfusion services will be considered.
Services must comply with:
• Organ Procurement and Transportation Network (OPTN) Policies
• Center for Medicare & Medicaid Services (CMS) Conditions of Participation
• American Society of Transplant Surgeons (ASTS) Guiding Principles on NRP
• Health Insurance Portability and Accountability Act (HIPAA)
• The Dead Donor Rule
The service features are as follows:
A. Place of Service Performance
• Provide services at donor hospitals across Lifesharing’s donor service area (see Section 2.2
Current Environment).
• Support procedures at designated organ recovery centers
B. Staff
• Provide board certified or board eligible abdominal organ recovery surgeons
• Perfusionists must be licensed and trained in NRP protocols
• Maintain adequate staffing depth to ensure 24/7 availability
• Integrate with Lifesharing culture, existing relationships, communications and workflow.
• Ensure HIPAA compliant documentation and communication
C. Hours of Operation and Scheduling
• Provide 24/7/365 on call coverage
• Arrive on site within 90 minutes of activation
• Maintain documented backup coverage for emergencies or conflicts
D. Services Offered
• Abdominal organ recovery for DCD donors
• NRP cannulation, circuit setup, initiation, troubleshooting, and management
• Documentation of vessel occlusion and confirmation of absent cerebral reperfusion
• Real time case communication with Lifesharing staff and transplant centers
• All procurement and NRP-related activities shall occur only after the formal determination of
death in accordance with applicable state law, OPTN policy, and CMS Conditions of
Participation, and shall not influence or precede the declaration of death
E. Equipment / Hardware Requirements
• The vendor must provide their own NRP Circuit and portable lab testing equipment and ability
to utilize Lifesharing-owned NRP circuit and lab testing equipment
• The vendor must provide additional disposables or circuit supplies as needed to maintain
readiness

F. Deliverables
• Provide expert-level organ recoveries
• Complete surgical and NRP operative reports
• Documentation of perfusion parameters, cannulation details, and intraoperative findings
• Required Medical Examiner or Coroner documentation
• Participation in case reviews, training, and protocol development
G. Reporting
• Provide monthly reports which should include:
o NRP case volume
o Response time compliance
o Organ outcomes
o Complications
• Provide adverse event reporting within 24 hours
• Maintain audit-ready documentation for Organ Procurement and Transportation Network
(OPTN) and Centers for Medicare and Medicaid Services (CMS)
H. Implementation
• Provide an implementation plan including staffing, readiness, and operational processes
• Provide support training and integration for Lifesharing Recovery Specialists
I. Support and Maintenance
• Participate in multidisciplinary reviews and Quality Assurance and Performance Improvement
(QAPI) activities and provide documentation to Lifesharing Quality and Clinical Leadership.
J. Key Performance Indicators (KPIs)
• 90-minute response time compliance
• NRP circuit success rate
• Completeness and timeliness of documentation
• Participation in quality improvement initiatives
• Organs transplanted per donor
K. Lifesharing Assumed Responsibilities
• Retain operational oversight and authority for all donor management and donation activities
• Direct and coordinate donor case logistics, scheduling, and notifications
• Provide authorized access to donor information, facilities, and equipment necessary for the
vendor to perform contracted services
• Maintain responsibility for donor authorization, determination of death processes, and
regulatory compliance as the designated Organ Procurement Organization (OPO)
L. Respondee Assumed Responsibilities
• Maintain adequate staffing, equipment, and operational readiness to meet all response and
coverage requirements
• Provide surgical and perfusion services in coordination with Lifesharing-led donor logistics and
case management
• Ensure full compliance with all applicable federal, state, and regulatory requirements, including
OPTN and CMS standards

• Complete and submit all required documentation, reporting, and data in a timely and accurate
manner
• Communicate clinical findings, issues, or deviations promptly to Lifesharing clinical leadership
