The City of St. Louis Planning & Urban Design Agency, Office of Sustainability seeks proposals for a qualified consulting firm(s) ("Firm") to create an updated sustainability plan for the City of St. Louis ("City") as a fundamental element to making our City economically, socially and ecologically vibrant in the face of climate change.

The City's Office of Sustainability is seeking proposals from professional consulting firms that have extensive experience in strategic planning, engagement of diverse stakeholders, and climate adaptation and mitigation strategies. The updated plan will be forward-thinking and provide an updated framework for the prioritization and implementation of policies, projects, and other efforts needed for St. Louis to thrive as a sustainable and equitable community.

This request for proposal is for the consultant team to update the Sustainability Plan including conducting a 2023 City of St. Louis Greenhouse Gas ("GHG") Inventory. It is anticipated that work will begin mid 2024, and that the finished project would be considered for formal adoption by the City in mid to late 2025. The firm must demonstrate the ability to turn over material and deliver required tasks quickly and efficiently. The general purpose of the City of St. Louis Sustainability Plan ("Plan") is to update the strategic framework and vision for sustainability in the City of St. Louis. It is about balancing the environmental, economic, and social needs of the City today as well as the needs of future generations.

With many sustainability initiatives of varying scope already underway, we seek to incorporate these plans, projects and initiatives into a clear vision with actionable steps as well as identify areas for improvement. Addressing climate change and restoring our natural environment is a top priority along with addressing equal pressing economic and social needs of residents.

The updated Plan is intended to be more targeted than the original effort as we want to recognize the triple bottom line approach taken, but bring the plan up to the latest understanding of equity and data tracking as well as include our communities' vision and priorities for a sustainable, equitable and resilient St. Louis.

The updated Plan will need to complement other planning initiatives currently underway, including but not limited to the City's Strategic Land Use Plan update that is citywide and Neighborhood Planning Program within PDA. (More detail about parallel planning efforts is provided in the Project Description and Background.)

It is imperative that the Sustainability Plan update builds upon the original Sustainability Plan (2013), Climate Action and Adaptation Plan (2019) and Greenhouse Gas (GHG) Reports as well as progress made in such. A 2023 Greenhouse Gas Inventory will be necessary. It should also consider and build upon the City's Strategic Land Use Plan and the Citywide Transportation & Mobility Plan as well as reflect knowledge of the Global Covenant of Mayors for Climate and Energy.
