Place of Performance:
The Department of Veterans Affairs (VA), James A. Haley Veterans Hospital (JAHVH), hereby announces its intent to award a sole source procurement for an ophthalmic surgical simulation system. Based on the Statement of Need, the requirement is for a fully integrated, high fidelity ophthalmic surgical simulator that supports cataract and vitreoretinal surgical training, provides validated performance metrics, includes haptic feedback, and aligns with current patient safety and competency based training standards.
The system must provide:
Realistic microsurgical visualization and tissue interaction modeling
Integrated haptic handpieces replicating intraocular resistance
Structured, multi level ophthalmic training pathways
Real time performance scoring and longitudinal trainee tracking
A self contained workstation including installed software, components, and on site training
Compliance with safety, electrical, and facility environmental requirements
At this time, the Government believes only one responsible source can provide a system meeting the minimum essential characteristics listed in the Statement of Need.
This notice is not a solicitation.
However, any vendor that believes they can provide a product equal in functionality, capability, and training value is encouraged to submit supporting documentation demonstrating their system s ability to meet or exceed the Government s requirements.
All submissions must be sent via email only to the Contracting Officer at:
Marcus.Lewis2@va.gov
Phone calls will not be accepted.
Responses must be received no later than June 24, 2026, at 10:00 AM EST.
Information received will be reviewed solely for the purpose of determining whether a competitive procurement is appropriate.
