Description

This is a Notice of Intent (NOI), NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Leica Microsystems Inc, 10 Parkway North BLVD, STE 300, Deerfield, Illinois 60015-2526, United States, to procure a 12-Month (with two (2) one-year options to extend) renewal Support Plan for a Stellaris 8 Confocal Microscope (S/N 8300000444).



Minimum Requirements:



The purpose of this acquisition is to obtain a maintenance agreement for above noted Stellaris 8 Confocal Microscope (S/N 8300000444), manufactured by Leica Microsystems Inc, to maintain it in optimal operating condition. Service requirement is as specified below:






  • Unlimited service visits by Leica-Microsystems trained and



qualified field service engineer




  • Unlimited OEM Replacement service parts, components, or modules



necessary for repairs, excluding 3rd party items and consumables.




  • 1 Annual on-site Planned Maintenance visit, to ensure the



system is performing to factory specifications.




  • Unlimited access to expert Applications and Technology Support



Center (M-F 8am-5pm)




  • Proprietary Software Updates

  • Guaranteed priority response time of 2 business days after receipt of a service call

  • Biosafety Level 2 included.





Place of Performance: Bethesda, MD 20892





The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement to include evidence of being capable of providing priority service and a priority partnership with Leica Microsystems. Requirement: *As priority status is only available with a contract with Leica Microsystems, quotes submitted by third-party



vendors must also include a contract with Leica Microsystems to be considered, by 10:00 am EST, Monday December 30, 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
