Summary

Brief Description: The Aviation Authority currently uses Framna to support the maintenance and ongoing improvement of the FlyMCO, FlyORL, and MCO Cares websites, as well as the MCO mobile app. Framna’s Digital Airport Platform (DAP) allows the Aviation Authority to manage website and app content, including creating, reviewing, and publishing information which allows the Aviation Authority to have direct control over how content is updated and delivered to users. Framna also provides and hosts the technology platforms on Amazon Web Services (AWS), including the websites, content management system (CMS), and related workflows. In addition, Framna supplies the MCO mobile app, which is available through the Apple App Store and Google Play Store. The app uses the same platform and content management system as FlyMCO, ensuring consistent information across channels.

Justification: Framna owns and exclusively administers the platform that supports the Aviation Authority’s websites, mobile application, and system integrations. While the Aviation Authority has full access to the content management system (CMS), Framna maintains control of the underlying platform, making it the only provider able to deliver and support these services without disruption. Substituting another supplier would result in significant impacts to product delivery, operational continuity, and overall cost. The most immediate impact would be the partial or complete redevelopment of the Aviation Authority’s websites, system interfaces, content management system (CMS), and mapping features. This would increase implementation time, introduce additional risk, and require reconfiguration of existing integrations and assets. While other options can provide custom development services, they would also require the separate procurement and integration of key components, including a CMS, third-party tools for forms and workflows, and hosting services. In contrast, Framna provides an integrated platform that includes these capabilities, along with airport-specific functionality, established integrations, and predictable implementation of new features and maintenance costs.

The selection of other contractors would introduce uncertainty related to the integration of existing assets, including content, mapping tools, and wayfinding systems. A lack of airport-specific experience could further increase development time and costs, while limiting the ability to efficiently support future enhancements and expansion. Framna’s experience has already enabled efficient implementation of key features such as parking reservations, integration with the Meridian mapping platform for wayfinding and search, parking guidance systems, and Flight Information Display System (FIDS) integrations. Replicating these capabilities with another contractor will result in increased costs, extended timelines, higher implementation risk, and reduced efficiency in supporting ongoing and future digital initiatives.

Greater Orlando Aviation Authority intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority. This is not a solicitation, and there is not a solicitation available.

A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Greater Orlando Aviation Authority , even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method.

All are encouraged to notify the Purchasing Agent (Agent), stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform"), by 6:00 pm on Friday, September 18, 2026 .

The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
