The County of Mohave, on behalf of the Flood Control District , is inviting the submission of Statements of Qualification (“SOQ”) from firms or individuals qualified to offer professional Civil Engineering services for the design of a flood control basin in Fort Mohave, Arizona. All proposals are due before 2:00 pm on Thursday, May 21, 2026 .
The intent of this effort is to provide 100% design of a flood control basin. A 30% design will be submitted as part of the application to ASLD for the land purchase. The basin should be designed to either eliminate or reduce the downstream Special Flood Hazard Area, protecting approximately 40 structures from flooding, through the CLOMR/LOMR process.
The design is being funded through Flood Control District budgeted monies. The Flood Control District intends to apply for grant funding to construct the basin.
The Fort Mohave area experienced two significant thunderstorm events in 2025 that resulted in substantial flooding and localized damage. The first storm produced approximately 1.68 inches of rainfall within a 30-minute period, with totals reaching as much as 2.74 inches within 24 hours. This rainfall intensity exceeded the 100-year storm probability.
The proposed project site is located just north of the Sunrise Vistas subdivision in Fort Mohave, east of Vanderslice Road, within Township 19N, Range 21W, Section 18.
In response, the Mohave County Flood Control District intends to acquire approximately 20–25 acres of Parcel No. 221-36-006 from the Arizona State Land Department (ASLD) for the construction of a regional detention basin. As part of the ASLD land application process, a 30% design will be required to support the land request. In addition to preliminary engineering design, ASLD requires completion of supporting documentation associated with land acquisition, which will be incorporated into the scope of services under this RFQ.

a. Purpose of this pre-proposal conference - to answer questions openly and provide clarification
on the RFQ.
b. No verbal statements made shall change the solicitation.
2. RFQ Overview:
a. Solicitation documents are available at: https://procurement.opengov.com/portal/mohavecounty
b. Mohave County is seeking statements of qualifications from qualified firms for the provision of
Civil Engineering services for the Flood Control District.
c. Overview of sections of the RFQ.
3. RFQ Questions:
a. All questions concerning the RFQ are to be submitted in writing, preferably through email or
OpenGov.
b. Questions are due by 5:00 PM on May 5, 2026.
c. Answers will be made through a solicitation addendum and will be made public.
4. RFQ Submission:
a. SOQ Submittals are due May 21, 2026 at 2:00 p.m. Local AZ Time.
b. Late submittals will not be considered for any reason.
c. Submit electronically through the County's online bidding system at:

d. The Evaluation of Proposals sections of the RFQ lists submittal requirements.
e. Check the County's procurement portal before submitting a proposal, include any addenda that
have been issued.
f. Do not use the Mohave County Seal in your proposal - use of the Seal is restricted.
5. Evaluation and Award:
a. Evaluation will be made by a committee that will rank the proposals according to the Evaluation
of Proposals section of the RFQ, based on the information in your proposals.
b. County may negotiate with top-ranked offeror. If negotiations fail with the top-ranked offeror,
County may move on to the next.
c. The Evaluation Committee's recommendation for award requires approval by the Mohave County
Board of Supervisors, anticipated at a Board meeting in July 2026.
