The program duration is 8 weeks. Two crews will operate concurrently, one in the North and one in the South. If the winning contractor is unable to complete the job in 8 weeks due to crew and equipment limitations, the program schedule will expand to 16 weeks. The Chipping Program start date is Monday, June 3, 2024. The program end date is Friday, July 26, 2024. See the schedule and the service area map for further clarification.

Overview
Summit County Government (“County”) is soliciting bids from qualified contractors to provide curbside chipping and removal
service of wood piles composed of trees, tree branches and Sage up to approximately 12” in diameter, via one (1) pass
through every neighborhood in Summit County. The program duration is 8 weeks. Two crews will operate concurrently,

Scope of Services
Contractor shall furnish all labor, transportation, and incidentals necessary to perform the Wildfire Prevention Chipping
Program service. Work involves driving through every Summit County neighborhood and stopping at roadside wood piles
to chip and haul woody material in an efficient manner to designated chip storage locations. After wood pile chipping is
complete, at each location, Contractor will sweep/blow the area of any residual material.
Services performed under this Agreement will be done using the Contractor's own equipment and personnel. Trees, tree branches
and Sage are the intended material to be removed through this program. Construction material, treated lumber, rotten wood,
roots, stumps, clippings or any items other than trees and tree branches are to be left at the original location for landowner
disposal. Work shall be completed as set forth in a contract for this project with the County based upon the contractor’s written
proposal.
Objectives
Protect communities throughout Summit County from wildland fire.
Reduce wildfire hazards within the program service areas by removing all wood piles.
Increase landowner awareness of actions they can take to prepare for wildfire.
Promote landowner participation in the preparation of wood piles for chipping and removal.
Utilize woody biomass by delivering to designated staging locations.
Track landowner participation by parcel.
Track truck loads delivered to the storage areas by cubic yard.
Date and time of service
Neighborhood wood pile removal activities shall be limited to the hours between 7:00 a.m. and 7:00 p.m., Monday through
Saturday, June 3 July 26, 2024. The unfavorable alternative end date is September 20, 2024. Chipping operations will not
occur on Monday July 4th as this day is a Federal Holiday. At the discretion of the Contract Administrator, scheduled operations
can be modified and Contractor work can be redirected to other locations based on need and requirement to fulfill chip and
haul work. If, in any given week, the Contractor is unable to chip and haul all material within the service area for said week,
the Contractor will maintain the schedule and move on to the next service area. When the Contractor gets ahead of schedule,
the Contractor will return to locations that were left unfinished. To aid with program efficiency, Summit County staff will
advertise that wood piles are to be placed out on Monday of each service week. Even though staff will encourage landowners
to adhere to the Monday request, the Contractor is required to chip and haul all wood piles regardless of the day of the week
the piles were placed curbside by the landowner. This condition may require the Contractor to return to an address later in
the service week to chip and haul piles placed out after the Contractor has come through the area. The schedule & map below
reflect the 2024 program dates and service areas.
Volumes: Each year, participation tracking is done to support program objectives. Metrics indicate participation in the
Summit County Chipping Program is relatively consistent. The following tables are provided to give applicants an

Indemnification and Insurance
Contractor shall indemnify and hold harmless the County from and against all claims, damages, losses, and expenses
arising out of or resulting from acts or omissions of the Contractor, Contractor’s sub-contractors or otherwise arising
out of the performance of services by Contractor. No later than seven (7) days following the execution of an
Independent Contractor Agreement between the County and Contractor, the Contractor shall provide the County with
certificates of insurance evidencing the types and amounts of insurance specified below:
a. Worker’s Compensation and Employer’s Liability:
i. Worker’s Compensation must be maintained with the statutory limits.
ii. Employer’s liability is required for minimum limits of:
$1,000,000 Each Accident
$500,000 Disease Policy
$1,000,000 Disease Each Employee
b. Commercial General Liability:
i. $1,000,000 Each Occurrence
ii. $2,000,000 General Aggregate
iii. $2,000,000 Products Completed Operations Aggregate
c. Automobile Liability: Contractor will maintain business auto liability coverage covering liability
arising out of any auto (including owned, hired and non -owned autos) used in the performance of
services under this Agreement.
i. $1,000,000 Combined Single Limit Each Accident
Insurance coverage shall not be reduced below the limits described above or cancelled without the County’s written
approval of such reduction or cancellation. Certificates of such insurance, of agents and subcontractors, shall be
provided to the County upon request. With regard to all insurance, such insurance shall:
Be primary insurance to the full limits of liability herein before stated and, should County have other valid
insurance, County insurance shall be excess insurance only; and
Not cancelled without thirty (30) days prior written notice to the County.
Proposal Format
Performance services outlined in this request for proposals shall be clearly stated to allow the County to
effectively evaluate each proposal. Potential daily schedule of services should also be included.

Refinements and Improvements
Applicants should feel free during the proposal submission process to provide any suggestions or comments that might
be advantageous for the County to consider in terms of any efficiencies, issues or processes. The County is not
committed to any single scenario, but efficiency of resources and minimizing impacts are critical in completing this
work. The following pages contain the RFP instructions and owners requirements.
Part I - ADMINISTRATIVE INFORMATION
A. Issuing Officer
This Request for Proposals (“RFP”) is issued by Summit County CSU Extension. For questions, please contact Dan

B. Purpose
This RFP provides prospective contractors with sufficient information to prepare and submit proposals for
consideration by the County. To be considered responsive, each proposal must provide for completion of the tasks
outlined in the RFP.
C. Scope
This RFP contains the instructions governing the proposals to be submitted and the materials to be included therein.
These are mandatory requirements that must be met to be eligible for consideration.
D. Scheduling
Proposals may be e-mailed to: dan.schroder@colostate.edu with the subject line: Chipping Proposal.
Proposals are due Friday, March 29, 2024 at 2:00 p.m. MST/MDT
The proposal should outline the schedule for commencement of service.
