INVITATION TO BID
Sealed bids for ASD Contract No. ASD-SCMHS-BP02A, will be received by the Appoquinimink School
District, at 1460 Aviator Way, Middletown, DE 19709 at the Whiting-Turner Summit Campus on-site
construction office until 2:00PM local time on July 14th, 2026, at which time bids will be publicly opened
and read aloud. Bidder bears the risk of late delivery. Any bids received after the stated time will be
returned unopened.
Project involves building trade packages for a new combined Middle School, High School, and
Performing Arts Center.

A NON-MANDATORY Pre-Bid Meeting will be hosted via MS Teams Meeting on July 1st, 2026 at 3:30
PM, for the purpose of establishing the listing of subcontractors and answering questions. Please email
kyle.morrison@whiting-turner.com for meeting link.
Pre-Bid Request(s) for Information:
The updated deadline for pre-bid requests for information is Monday, July 6th, 2026 at 2:00 PM. All questions shall be
submitted in writing. Responses will be issued via addendum.
Substitution Request(s):
The deadline for substitution request(s) is Monday, July 6th, 2026 at 2:00 PM. Substitution requests will be reviewed
and acceptance or rejection will be issued via addendum.

The Owner reserves the right to reject any or all bids, to waive any informalities, irregularities, or technical
defects in the bids, and to award contracts in whole or in part as deemed to be in the best interest of the District
and in accordance with applicable provisions of the Delaware Code. The issuance of this invitation to bid shall
not obligate the Owner to award a contract, nor shall it create any contractual rights in favor of any bidder prior to

the execution of a written contract approved by the District.
Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation, gender
identity or national origin in consideration of this award, and Minority Business Enterprises, Disadvantaged
Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business Enterprises will be
afforded full opportunity to submit bids on this contract. Each bid must be accompanied by a bid security
equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a
performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the
contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The Owner
may extend the time and place for the opening of the bids from that described in the advertisement, with not less
than two calendar days notice by certified delivery, facsimile machine or other electronic means to those bidders
receiving plans.
