Overview
Summary

The Summer Camp Scholarship program is a seasonal program that has been facilitated by the Volusia County Community Assistance division for over 20 years. Program funding is from the budget allotted to and provided by the Children and Families Advisory Board (CFAB), which also recommends the program requirements and will continue to be involved in overseeing the program unless otherwise directed. In an effort to keep up with the demand of processing a high volume of applications quickly, the division is looking to partner with an organization to facilitate the day-to-day operations of the program.

Historically, summer camp providers have applied to be an approved provider with the county’s scholarship program. Parents apply and if the household meets the eligibility requirements, children are awarded scholarship vouchers. These vouchers can then be used at any approved provider’s camp site for the summer. The County will continue to maintain oversight over the program to ensure the requirements set forth by the CFAB are followed.

Background

The purpose of the solicitation is to find an agency that can facilitate the summer camp scholarship program on behalf of the Community Assistance division. The responsibilities of the awarded agency are provided in the attached scope of work. The approved budget for the 2025 summer camp scholarship program is $400,000. A portion of the budget can be delegated for administrative costs of facilitating the program, but any funds utilized for administration will reduce the program budget, so it is encouraged to keep administrative costs low and not to exceed 15%.
