NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT #26-493

Genesee County Procurement Regulations provides that a procurement may be made
without competition when there is only one source for the required supply or service.
Therefore, a "sole source" procurement is justified if there is only one product or service
that can reasonably meet the county's need and there is only one vendor who can provide
he product or service.

The Purchasing Department has received a request to make the following sole source
procurement:

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT:

Opioid Use Disorder (OUD) is a public health crisis affecting our community and is
highly prevalent among justice-involved individuals. Incarceration poses
challenges to provide proper care to individuals experiencing OUD. Genesee
County Sheriff's Office (GCSO) has contracted with New Paths, Inc for over four
(4) years for substances use disorder services for individuals that are incarcerated.
Recently, GCSO was awarded a contract with the Michigan State Police for
Residential Substance Abuse Treatment (RSAT), specific to Jail Medicated
Assisted Treatment (MAT)/ Medicated Opioid Use Disorder Treatment (MOUD).
Genesee County is seeking a provider that will create support services that will
assist these individuals in transitioning both in and out of incarceration.

Purpose of This Notice of Proposed Sole Source Posting:
The intent of this posting is to verify with the vendor community that the proposed
request is indeed a valid sole source.

Sole Source Criteria:

1. The product or services being purchased must perform a function for which no other
product or source of services exist:
New Paths, Inc. has served as the substance use disorder treatment provider in the
Genesee County Jail for over 4 years. They provide support services by designating
staff to serve as a liaison between themselves, the jail, and inmates by assisting for
continuation of care while lodged at the Genesee County Jail and upon release.

New Paths provides services of purchasing and prescribing appropriate medication to
inmates.

New Paths provides support systems that assist people as they transition both in and
out of jail.

New Paths provides jailed-based treatment services, peer recovery coaching, and
other medical support.

New Paths coordinates in-reach, outreach and treatment for individuals with a history
of substance use disorder who enter jail, incarcerated, and/or re-entering the
community.

2. The purchaser must be able to show specific business objectives that can be met
only through the unique product or services:
A. Provide established substance use treatment plans that support incarcerated
individuals.
B. Provide plan on purchasing and administrating appropriate medication to
individuals who are incarcerated.

C. Provide support services that assist incarcerated individuals in transitioning into
the community in which they live.
D. Provide assessment tools to identify individuals who are in need of services.

Action to be Taken: No action is required if you agree this request for services has

validity as being a sole source. You can submit questions by April
20, 2026, before 5:00 pm to get clarification of this request before
submitting a full objection response.
