The Mid-Atlantic Regional Maintenance Center (MARMC) intends to solicit from a single source for submarine Network On-Site Representative services. MARMC has determined there is only one responsible source for this requirement based on a combination of all factors. Support is provided to the U.S. Navy's submarine fleet, and support is based out of Norfolk, VA, Groton, CT, and Kings Bay, GA. The support provided under this requirement is highly skilled, very technically-sound, and requires expert-level certs that are critical to the vital nature of this requirement.
NOSR provides real-time support to current and ongoing Fleet Technical Assistance (FTA) requirements of SSN, SSGN, and SSBN Submarines in port, underway locally, and those currently at-sea operating to provide National Defense or Strategic Deterrence missions. For a high-level description, the support of this requirement is highly specialized technical support to submarines on many complex systems. Advanced assessments and troubleshooting of these systems are essential to this requirement. Please see the attached PWS for further support details. In sum, the systems maintained by NOSR have a direct impact on mission readiness and the ability to accomplish these real-time fleet requirements.
This will be a Firm Fixed Price for a service contract utilizing FAR Part 13 procedures. The POP is scheduled to be 06/29/2025 - 09/15/2025. The applicable NAICS code is 541330 - Engineering Services, with a small business size standard of $47 million.
Based on the market research conducted and other factors, the Government has determined that there is a single responsible source reasonably available for this procurement.
