Request for Qualifications
The City of Mill Creek, WA is seeking to contract with a qualified team for consulting services to prepare a subarea Master Plan, Environmental Impact Statement (EIS) and Planned Action Ordinance for the redevelopment of the South Town Center Subarea.
South Town Center Subarea
The Mill Creek Town Center is an award-winning lifestyle hub with over 80 shops and restaurants, and is central to the City of Mill Creek's identity. The City is proactively planning for redevelopment in the South Town Center Subarea to catalyze economic development and to meet housing demand. Present development dating from the 1980's is automotive oriented; the City desires to improve pedestrian and bicycle access, and take advantage of the direct proximity to two Bus Rapid transit lines connecting to two interstate highways and Light Rail. Additionally, the subarea was recently rezoned to allow up to 5 story mixed-use developments, and may consider additional height, density, or other innovative elements as part of the master planning process.
Scope of Services
Prepare a practical, cost efficient and effective approach to provide deliverables that at a minimum include:
- Subarea Master Plan
- The EIS will define alternatives, impacts, and mitigation measures.
- The Planned Action Ordinance will conform with applicable provisions of SEPA and WACs.
- Economic Development strategy to encourage employment opportunities in the business park adjacent to the South Town Center.
