Summary

The primary objective of this project is to:

Complete the evaluation of all 1,082 outstanding transfer credit transcripts within the specified six-month period.

Ensure evaluations are accurate, consistent, and in compliance with college policies, articulation agreements, and accreditation standards.

Provide recommendations for process improvements to prevent future backlogs.

Background

San Joaquin Delta College currently faces a backlog of 1,082 transfer credit evaluations . Each evaluation requires between 0.5 and 4 hours , with an average of 1–2 hours per transcript . This backlog impacts student progression, counseling accuracy, and timely transfer planning. To address this challenge, the College seeks qualified firms or contractors to propose and implement a strategy that will eliminate the backlog within six (6) months of contract award.
