4 Background
In early 2022 University Human Resources (UHR) conducted a review of the Student & Scholar Health Insurance
Program (SSHIP). The intent of the review was to evaluate the following and offer recommendations for change or
enhancement where appropriate:
Does the SSHIP offering maintain a broad enough range of benefits to support the university student
demographic?
Is the plan appropriately priced based on the plan specific utilization and expense loads and in comparison,
to plans available in the open market?
Do marketing materials and university communications promote an understanding of the benefits within the
plan and the processes involved with waiving and enrolling in the plan.
Do the services provided at Thielen Student Health Center complement SSHIP adequately?
Are the students and university administration pleased with the services provided by their plan administration
partners
From this review the following recommendations were made regarding enrollment and the waiver process:
As it pertains specifically to the Wellmark enrollment website, while the process is streamlined, we find that students
are often confused by the terminology and functionality of insurance carrier-based websites. It was recommended
that we contract with a third-party eligibility administrator who specializes in SSHIP to automate and administer the
enrollment process.
Further, the waiver submission process is manual and cited by ISU staff as a priority for improvement. Waiver
applications are reviewed by an ISU staff member, notice of waiver approval or denial is emailed to the student in
approximately two weeks.

5 Requested Services
UHR is requesting proposals from companies to provide enrollment administrative services including
communications and waiver support for our SSHIP program. The selected vendor would provide an enrollment
portal for both mandatory and voluntary SSHIP members. The vendor would assist with all communications
regarding open enrollment and other periods where students could/would enroll in SSHIP. We are also expecting
this vendor to support all aspects of the SSHIP waiver process as well as supporting enrollment of Visiting Scholars.
This vendor should be able to support a hard waiver process if the University ever elects to move in this direction.
Other specific services we are interested in:
Assist ISU and Wellmark with a solution for emergency medical evacuation, medically advisable repatriation,
and repatriation of remains.
Support Visiting Scholars on a month-to-month basis to accommodate their being on campus outside the
standard semester Institution. Visiting Scholars will have the flexibility to enroll and pay on a monthly basis.
Administer / manage a waiver program for students who have a mandatory insurance requirement (e.g.,
international, and medical students). Vendor will monitor, maintain, and audit the insurance waiver process.
The waiver process will allow students to submit their personal insurance for review and possible exemption if
their policy meets predetermined guidelines.
Accept enrollment lists for individual enrollment
Provide as needed support to students including, but not limited to fielding student insurance inquiries year
round; providing insured students and their dependents with proof of insurance coverage; ensure students
understand plan and benefits by providing student orientation and educational efforts
If requested, participate in / attend outreach events (e.g., student orientations, etc.) to explain and promote
the plan. Contractor will help market the plan to students and will provide orientation videos for the students.
Provide and maintain a website for domestic students and international students. The student websites will
allow students to obtain information about the policy, enroll in the plan, find a physician, among other things.
The websites must provide enrollment links for dental and other plan options.
