INVITATION TO BIDDERS
The City of Gatlinburg is accepting sealed bids for the City of Gatlinburg Streetlight Poles in the areas
of city underground electric, using specified Sherwin Williams brand products.
Bids will be sent to 912 East Parkway or P.O. Box 5, Gatlinburg, Tennessee, 37738 or can be walked
in at City Hall, 1230 Parkway East, Suite 2 on the day of, until 2:30 p.m., January 22nd, 2026, at
which time they will be publicly opened and read aloud, and the contract awarded as soon thereafter
as practicable. Please indicate on your bid to be submitted "Bid on Painting of Streetlight Poles".

Wayne Large, at 865-436-1444, 865-640-4366, or WayneL@gatlinburgtn.gov. Please Contact
Wayne Large to schedule appointment for required visual inspection of the streetlight poles.

No bidder will be permitted to withdraw their bid for a period of thirty (30) days following the date of
the bid opening.
The City of Gatlinburg reserves the right to waive any informalities in or to reject any or all bids and
to accept the bid deemed favorable to the interest of the City of Gatlinburg.
It is the policy of the City of Gatlinburg not to discriminate on the basis of race, color, national origin,
age, sex, or disability in its hiring and employment practices, or in admission to, access to, or operation
of its programs, services and activities. With regard to all aspects of this contract, contractor certifies
and warrants it will comply with this policy.
GENERAL PROVISIONS
Prices quoted shall not include Federal or State taxes, if any are applicable. The successful bidder shall
furnish tax exemption forms, if required, with their invoices.
The prices quoted are that for which the materials or services will be delivered F.O.B. Gatlinburg,
Tennessee.
Any additions, deletions, or variations from the following specifications must be noted.
Inspection of the materials or equipment will be made by an agent of the City of Gatlinburg, and if
found defective or fails in any way to meet the terms of this agreement, it will be rejected. Rejected
materials or equipment will be replaced at the expense of the bidder.
All technical specifications must accompany bid.
The City of Gatlinburg reserves the right to extend this agreement for an additional twenty-four (24)
months after the completion of the first agreement, provided this is agreeable to both parties.
The City of Gatlinburg reserves the right to defer payment for thirty (30) days after delivery. The City
of Gatlinburg also reserves the right to reject any and/or all bids.
The bidder agrees to indemnify the City of Gatlinburg from any and all liability, loss or damage the
City may suffer as a result of claims, demands, costs, or judgments against it arising from any and all
work under this agreement.
The bidder agrees to notify the City, in writing, within thirty (30) days, by registered mail, at the City's
address as stated in this agreement, of any claim against the bidder on the obligations indemnified
against.
Vendor shall possess all the necessary insurances and licenses required to perform this type and size
of project.
Certain projects with a total cost of $25,000 or more require a TN Contractors license. This License
#, Classification and Expiration date MUST be listed on the bid envelope. Bidders cannot use license
of another to bid on any City of Gatlinburg project.
SPECIFICATIONS
The city has approximately 126 roadway metal light poles with one overhead light, and one back
lantern light, and 14 pedestal style post lights. Painting includes poles and light fixtures. These light
poles will be completed at different times, in phases. Work will be done in off hours at night. Work
will be done to ensure no spreading of paint to surrounding areas. The below specifications are based
on the use of Sherwin Williams paint. While this is a preferred paint due to the specialized nature of
this project, we will consider paint that is equal or better in quality.

SECTION 09 90 00 – PAINTING AND COATING
PART 1 – GENERAL
Summary
- Work includes surface preparation and application of protective coatings to steel light poles
and lamp posts.
- Provide containment measures during abrasive blasting and coating operations to prevent
dust, debris, and overspray from contaminating surrounding areas.

Submittals

coating.
Quality Assurance
- Coating applicator shall be certified per SSPC-QP1 standards.
- Inspection per NACE Level II or equivalent.
Environmental Compliance and Worker Safety
- Comply with OSHA standards for respiratory protection during blasting and coating
operations.
- Provide appropriate PPE including respirators, eye protection, and protective clothing.
- Ensure containment systems prevent release of dust and overspray to surrounding
environment.
- Dispose of spent abrasive and coating waste per EPA and local environmental regulations.
PART 2 – PRODUCTS
Coating System
- First Coat: Macropoxy 646 FCE, applied at 6.0–8.0 mils DFT.
- Second Coat: Sherloxane 800, applied at 4.0–6.0 mils DFT.
Color – RAL 6005 Dark Green
- Total System Thickness: Minimum 10.0 mils DFT.
Materials
- Abrasive media: Clean, dry, angular grit suitable for achieving 1.5–2.5 mil anchor profile.
- Thinners and cleaners: As recommended by coating manufacturer.

PART 3 – EXECUTION
Surface Preparation
- Remove weld flux and spatter by power tool cleaning.
- Grind sharp projections and welds to smooth contour per NACE SP0178, Designation D.
- Blast clean to SSPC-SP6/NACE 3 standard; verify anchor profile per ASTM D4417, Method C.
Containment During Blasting and Coating
- Provide full containment (tarps, screens, or enclosures) to capture abrasive media, dust, and
overspray.
- Use negative air pressure or vacuum recovery systems where required by local environmental
regulations.
- Dispose of spent abrasive and debris per EPA and local guidelines.
Application
- Apply coatings per manufacturer’s instructions, maintaining specified DFT.
- Ensure environmental conditions (temperature, humidity, dew point) comply with product
requirements.
Inspection
- Verify surface cleanliness, profile, and coating thickness using calibrated instruments.
- Document all inspection results for Owner’s review.
Winning contractor will start project with a single city chosen streetlight pole to be completed and
inspected by a city official prior to start of initial phase of work.
