2025 STREET IMPROVEMENTS

Project Description: Proposals will be received by Wyomissing Borough of Berks County, Pennsylvania, online via the PennBid™ Program until 11:00 am, on March 7, 2025, for the following:
WYOMISSING 2025 STREET IMPROVEMENTS
The bids will be opened and the bid tabulation summaries will be made publicly available on the same day at 2:00 pm (local time) on PennBid™.
The work includes mill and overlay of Berkshire Boulevard from the Walmart entrance to Ridgewood Road, all of Cherry Drive, and Oriole Road from Old Mill Road to Farr Road. Double microsurfacing will take place on Crossing Drive from Berkshire Boulevard to Woodland Road, on North Wyomissing Boulevard from Park Road to N 6th Street, and on Parkside Drive South from Wyomissing Boulevard to the Borough limit. Work also includes a 500 square yard path on Telford Avenue, paving of 700 square yard parking lot at one of the Borough’s park buildings, and the construction of additional ADA ramps.
Bidders must conform to the Pennsylvania Prevailing Wage Act since the estimated construction costs of the project exceed $100,000.

An optional pre-bid meeting will take place at the Wyomissing Borough Hall at 9:00 A.M. on Wednesday February 12th. The Municipal Representative at this time is Jim Babb, Public Works Director.
All Requests for Information shall be submitted online via PennBid™ by 12:00 pm on February 21st to allow time to post an addendum on PennBid™. No responses will be provided for requests received after that time or submitted by other means. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the website via email.
Bids will be publicly awarded on April 8, 2025 at 7:00 pm (local time) at the Wyomissing Borough Hall, 22 Reading Boulevard, Wyomissing, PA 19610.
The bid must be accompanied by a Cashier’s Check, Certified Check, or Bid Bond in the amount of Ten Percent (10%) of the bid, made payable to Wyomissing Borough. Also required are a properly executed Bid Form, Non-Collusion Affidavit, Certification Statement, and Contractor’s Qualification Statement. The successful bidder shall also be required to provide a Performance Bond in the amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of written notice of acceptance of the Bid.
The Borough reserves the right to reject any or all proposals or to accept any portion of any bid, waiving any defects, errors, omissions, irregularities, or informalities in the bid, and to award Contracts as is deemed best for the Borough.
